This publication contains abstracts of presentations made at the 62nd Military Operations Research Society (MORS) Symposium (62nd MORSS), along with the names, addresses, phone and fax numbers of the authors, if available. Abstracts published in this book had to be Unclassified and Approved for Public Release. Some abstracts are missing because they were not cleared for public release. Some are missing because they had not been submitted at the time of publication. The annual meeting of MORS provides a forum to discuss the operations research requirements and analysis necessary for the Department of Defense (DoD). The conference was attended by representatives of all military Services, Federally Funded Research and Defense Agencies, National Labs, and numerous contractors supporting the DoD. A paper on a Confidence Assessment (CA) process for Modeling and Simulation was presented at this conference. There was a lot of discussion and requests for information from the audience, including requests for more detailed data regarding the CA process.

In 1952, Frank L. Klingberg's article on introvert and extrovert American foreign policy moods projected an American turn toward introversion in the late 1960s. After this came to pass, Jack Holmes began to develop a theory of how these moods might work in a more specific sense. His mood/interest theory points to a basic conflict between politico-military interests and the foreign policy moods of the American electorate. Holmes presents a pioneering account of the over-whelming impact of public moods on foreign policy. Policy-making structures, executive-legislative relations, presidential personality, pragmatism, moralism, elitism, conservatism, international economics, and humanitarianism are related to the mood/interest pattern. Major points are illustrated with examples from 1776 to the present. Holmes's analysis indicates that American moods are continuing unabated according to past patterns, so that American foreign policy may undergo some surprising changes in the next decade. One of the author's hopes is that emphasis on the importance of national moods will help avoid future extremes. This book is bold in its assertions and points to major problems in the analysis of American foreign policy. Whether or not the reader agrees with the entire analysis, he or she will be challenged to think about American foreign policy in new and perhaps revealing ways.

Globalization and Capitalist Geopolitics is concerned with the nature of corporate power against the backdrop of the decline of the West and the struggle by non-western states to challenge and overcome domination of the rest of the world by the West. This book argues that although the US continues to preside over a quasi-imperial system of power based on global military preponderance and financial statecraft, and remains reluctant to recognize the realities global economic convergence, the age of imperial state hegemony is giving way to a new international order characterized by capitalist sovereignty and competition between regional and transnational concentrations of economic power. This title seeks to interrogate the structure of world order by examining leading approaches to globalization and political economy in international relations and international political economy. Breaking with the classical school, Woodley argues that geopolitics should be understood as a transnational strategic practice employed by powerful state actors, which mirrors predatory corporate rivalry for control over global resources and markets, reproducing the structural conditions for corporate power through the transnational state form of capital.
