The EU's pluralistic, nonhierarchical system of multilevel governance lacks clear structures of both government and opposition. According to the EU treaties, the presidency of the European Commission is thus not explicitly expected to exercise political leadership. However, the position cannot effectively be exercised without any demonstration of such leadership due to its many leadership functions. Examining this curious mix of strong political demands, weak institutional powers, and need for political leadership, this book systematically analyses the political leadership performance of the presidents of the European Commission throughout the process of European integration. The basic argument is that Commission presidents matter not only in the process of European integration, but that their impact varies according to how the different incumbents deal with the institutional structure and the situational circumstances, and thus their available strategic choices. The primary research question is thus, What makes political leadership in European governance successful and to what extent (and why) do Commission presidents differ in their leadership performance? In addressing this question, this book departs from existing research on EU leadership, which has to date often analysed either the EU's institutional structure and its potential for leadership or mainly focused on only the most recent incumbents in case study analyses. The term EUROVISION, invented-by pure chance-only a few years ago, is now familiar to millions. What the name covers is the subject of this paper. EUROVISION is not the name of an organisation or company, but rather an emblem. It signifies international co-operation in television programme exchanges within the framework of the European Broad casting Union - or rather the most spectacular element of that Co-oper ation. It appears conspicuously at the head of programmes relayed by several countries. To understand the full extent of this co-operation, it is best to look at the wider field covered by the structure and working of the European Broadcasting Union itself. The European Broadcasting Union is a professional association, grouping Western European radio-television organisations as active members, with organisations in other continents as associate members. It is financed by contributions from its members. Questions of principle, management and financial responsibility come under the Administrative Council or the General Assembly (from which it is elected) - in which the Directors-General of the several organisations are represented. The present Chairman is M. RoDIN6 of Italy who succeeded M. RYDBECK of Sweden. Four Committees are responsible for preparatory studies and routine problems: the Legal, the Technical, the Programme and the Sound Broadcasting Committees, which group the specialist Service Directors.

Any discourse is action, so the text-creation process is always set in a non-verbal context, built of a social and communicative situation, and against the background of relevant culture. On the other hand, humor scholars claim that humorous discourse has its special, essential features that distinguish it from other discourses. The pragmatic solution to the issue of potential circularity of humor defined in terms of discourse and discourse in terms of humor seems only feasible, and thus there is a need to discuss the structure and mechanisms of humorous texts and humorous performances.
