Gradual change has been a hallmark of the Chinese reform experience, and China's success in its sequential approach makes it unique among the former command economies. Since 1979, with the inception of the continuing era of reform, the Chinese economy has flourished. Growth has averaged nine percent a year, and China is now a trillion dollar economy. China has become a major trading power and the predominant target among developing countries for foreign direct investment. Despite all this, China remains poor and the reform process unfinished. An attentive reader embarking on this book might wonder what "the" economic transition to which the title refers might be. In this century almost all countries have gone through periods of economic transition; but which period of economic history can claim to embody the notion or to represent the era of "the" transition? Definitely, no country or group of countries has experienced anything comparable to the economic upheavals that the fall of communism has brought about in a large portion of the world in just three years (1989 to 1991). No other "transition" to date has prompted more interest and more studies among economists, academics and policy-makers than has the transformation of centrally planned economies into market-based systems. It is this transformation that has come to define "the" transition. Early in the transformation process (in November 1990), with the support of the Centre for Co-operation with the Economies in Transition (CCET), I launched a conference to examine the challenges faced by these countries. About six years have gone by and a new economic landscape has emerged in that part of the world. The difficulties in transforming these economies have exceeded all expectations, and economic performances have varied considerably across countries. The time has come, therefore, to make a first evaluation of progress and problems, with a view to extracting useful policy lessons to guide policy-makers in successfully completing the transition in the near future.

Thorvald Stoltenberg President of the Norwegian Red Cross Chairman of the Editorial Advisory Board Despite the very optimistic language on the imminence of new accessions to the European Union that came out of the June 2001 European Council in Gothen burg, it will serve no good purpose to neglect the fact that EU membership for the Central and Eastern European applicants remains a difficult process. Painful experience makes it prudent to exercise caution in predicting developments with in the European Union. Negotiations may drag out, snags may appear and some thing may happen on the way to ratification. So perhaps it is wise to take a broad er view of European integration - and therefore integration within the North European, Barents and Baltic Sea region that is the focus of this Yearbook. EU membership for those countries that are able to satisfy the Copenhagen requirements - and the chapters of the acquis communautaire that have subse quently been specified - is certainly a prize worth fighting for. But all is not lost if some of the applicants end up not joining the Union as a result of the current enlargement round. Even more important than formal membership is the process of growing together that has taken place simultaneously with the membership negotiations. We are dealing here with integration in the real world of trade, investments, division of labour, politics, environment, hard and soft security, people-to-people relations etc.
