In July 2000, the Government published 'Transport 2010: The 10 Year Plan' (ISBN 1851124136) in which it set out its strategy to implement the proposals in its 1998 White Paper 'A New Deal for Transport: Better for Everyone' (Cm 3950, ISBN 0101395027) for an integrated transport system. The Committee has examined the 10 Year Plan to assess: its targets and objectives, whether these are based on reasonable assumptions, and whether it is on track to meet its objectives. Overall, the Committee's report finds the 10 Year Plan fails to provide a long-term vision for a more equitable, safer and more efficient integrated transport system. Conclusions include: 1) it does not address the increasing cost of public transport and the falling cost of car use; 2) it fails to promote significant restraint on car use to accompany public transport improvements; 3) the balance needs to be changed to highlight social exclusion, urban regeneration, health and quality of life issues rather than focus on reducing congestion alone; and 4) there needs to be a detailed implementation plan in order to assess progress made.
