It does not contain any statement of policy regarding the classification of uses and the standards Of heights and densities of buildings. These physical aspects of the problem will be a subject for later consideration and treatment. Nor does it deal with the merits of zoning. The principle of zoning has been almost universally accepted as sound when proper methods are employed in its application. This application in a munici pality has to be by means of ordinances based on' a state enabling act. It is of essential importance that the powers conferred by the state enabling act should be adequate to permit of wise regulation of the uses of land and buildings and of the heights and densities of buildings to be constructed or reconstructed upon the land, and that the ordinances be framed in conformity _with the provisions of the enabling act. The purpose of the brochure is to provide helpful information as a guide for action, in the zoning of their areas, by municipal authorities in the New York region. Part I contains a series-of aids to the practice of zoning. In these aids Mr. Bassett has set forth what he conceives to be the leading considerations that should be borne in mind by municipal councils in giving effect to the powers conferred upon them by the state enabling act in New York, New Jersey, or Connecticut. Part II gives a description of the application of zoning in the City of New York. Part III consists of a model form of a state enabling act with notes prepared by Mr. Bassett; Acts are in force in all three states, and the statutory improvements. To plan intelligently and comprehensively we need to know many things which are now only half understood, and we need to compare, analyze, and appraise experience before we can be sure of basic principles. The natural unorganized power of our cities for the adaptation of means to ends has proved entirely inadequate to cope with the present accelerated rate of change. City planning, however, cannot wait for research. Many communities are on the point of being, as it were, overwhelmed on the field of battle. Those charged with administering municipal government must plan their tactics and even their major strategy under fire. This situation has forced cities and city planners to make decisions on insufficient data, - to use weapons fashioned from opportunistic facts rather than from facts scientifically chosen and wrought out. Only in the last three or four years have arisen the beginnings of a more penetrating comparative scrutiny of methods now employed and an appraisal of elements of success or failure in their application. Before we can choose the most promising subjects of research, - the subjects most likely to furnish ammunition immediately usable in the fight against congestion, against unbalanced distribution of urban population and unwholesome urban environment, - it is essential to know what experiments are being made in the cities of the United States and what results have come from specific lines of action in dealing with specific situations. We should guard ourselves, however, against producing voluminous compilations of ignorant opinions, or tabulations and listings of undigested or insignificant information. Gomey, Assistant Professor of City Planning at Harvard, is devoted to a hitherto neglected phase of zoning practice, the specialized treatment of the borders of zoning districts. It presents more suitable ways of regulating buildings, the open spaces around them, and the use of land so as to mitigate the detrimental effect to property on the edge of one zoning district resulting from the actual or prospective use of adjacent property in a less restricted district. The author's method has been to compile from an inspection of three fourths of all the zoning ordinances already adopted in the United States - as collected by the Library of the Harvard Schools of Landscape Architecture and City Planning all the instances of such transition zoning clauses, to arrange these in categories, selecting in each case a typical example for full quotation, and to round out the subject by a few additional model clauses covering certain features not now found in effect. The diagrams and photographs with accompanying references illustrate actual experience in various cities. Legal aspects are thoroughly dis cussed in the light of relevant cases. While some of the thirty-six principal categories of transition zoning methods obviously apply only in special circumstances, a considerable number would appear to be beneficial in almost any type of community; as, for example, to require, on a corner lot in a business district adjacent to a residence district on the side street, that business uses be confined to buildings fronting on the business street; to prohibit entrances to garages, except private garages, within, say, 50 feet of a residence district; to restrict specially the height of buildings along the boundary of a more restricted district; and, perhaps most important of all, to require front yards or setbacks on business frontage adjacent to residence frontage to equal the residential setback.
