This report is based on a survey of 1,000 Zimbabwean nationals living in the UK and South Africa which shows that most migrants have not cut their ties with Zimbabwe and are making a vital contribution to the development of their host countries. Nearly half were in touch with family members once a week; 74% send money back home. 82% had a formal qualification of which 38% had a degree or post-graduate qualification. Amongst those who came to the UK, 97% had a qualification of which 43% had a degree or post-graduate qualification. 48% of migrants cited the economic situation or employment as the main reason for leaving Zimbabwe and 26% gave political reasons as the main reason. Two thirds would definitely like to return to Zimbabwe, depending on improvements in political and economic situation; 21% might like to return. Only 12% definitely did not want to return. When asked if they wanted to participate in development related activities in Zimbabwe, 73% of the respondents said they would be interested in a skills transfer programme.

The decline was in part because of the political ten- sions that characterized relations between the two countries over the apartheid system and the political destabilization by South Africa of its neighbours.4 However, in the early 1990s, there was a slight increase in the proportion of immigrants from that country, although the actual numbers were much smaller than before. [...] Section 41 of the Immigration Act empowers the Minister of Home Affairs to promulgate regulations to govern the entry and exit of people into and out of Zimbabwe and to determine the conditions under which non-Zimbabweans can stay in the country. [...] In essence, residents in the border regions are registered and issued with temporary passes that enable them to cross the border to visit friends and relatives on the other side and, in the case of the bor- der with South Africa, to seek employment in the Northern Province of that country. [...] The short-term objectives of the protocol were to facilitate for citizens of the member states (a) entry without a visa into the territory of another member state for a period of three months at a time; (b) residence in the territory of another member state; and (c) establishment of oneself and working in the territory of another member state. [...] The long-term objective was to develop policies aimed at the progressive elimination of obstacles to the movement of people of the region generally into and within the territories of the member states.18 The Zimbabwean government was generally in agreement with the protocol and would have liked to have seen its provisions implemented as proposed at the earliest opportunity.

Migrants who travelled to Zimbabwe stayed for years or decades, and those who never returned became known as machona – ‘the lost ones’. Migrant remittances are now recognised as an important source of global development finance and there is increasing evidence that international remittances have considerable developmental impacts. The contribution of remittances to GDP in many developing countries is significant and has shown a steady increase over the past decade. However, while there is a consensus that remittance flows to Africa are increasing, little attention has been paid to the impact of these transfers on poverty alleviation, primarily because of data deficiencies at the household level. Despite their obvious magnitude, accurate data on remittance flows to Zimbabwe is unavailable or inaccessible. In an attempt to address such data deficiencies, SAMP devised the household-level Migration and Remittances Survey (MARS) which was administered in several SADC countries, including Zimbabwe. The MARS study was implemented in Zimbabwe in 2005 and surveyed 723 urban and rural households.
