During the nineteenth and early twentieth centuries, the imperial powers—principally Britain, the United States, Russia, France, Germany and Japan—signed treaties with China to secure trading, residence and other rights in cities on the coast, along important rivers, and in remote places further inland. The largest of them—the great treaty ports of Shanghai and Tientsin—became modern cities of international importance, centres of cultural exchange and safe havens for Chinese who sought to subvert the Qing government. They are also lasting symbols of the uninvited and often violent incursions by foreign powers during China’s century of weakness. The extraterritorial privileges that underpinned the treaty ports were abolished in 1943—a time when much of the treaty port world was under Japanese occupation. China’s Foreign Places provides a historical account of the hundred or more major foreign settlements that appeared in China during the period 1840 to 1943. Major IR theories, which stress that actors will inevitably only seek to enhance their own interests, tend to contrive binaries of self and other and ‘inside’ and ‘outside’. By contrast, this book recognizes the general need of all to relate, which they do through various imagined resemblances between them. The authors of this book therefore propose the ‘balance of relationships’ (BoR) as a new international relations theory to transcend binary ways of thinking. BoR theory differs from mainstream IR theories owing to two key differences in its epistemological position. Firstly, the theory explains why and how states as socially-interrelated actors inescapably pursue a strategy of self-restraint in order to join a network of stable and long-term relationships. Secondly, owing to its focus on explaining bilateral relations, BoR theory bypasses rule-based governance. By positing ‘relationality’ as a key concept of Chinese international relations, this book shows that BoR can also serve as an important concept in the theorization of international relations, more broadly. The rising interest in developing a Chinese school of IR means the BoR theory will draw attention from students of IR theory, comparative foreign policy, Chinese foreign policy, East Asia, cultural studies, post-Western IR, post-colonial studies and civilizational politics.

A definitive history of the Royal Navy’s China Station. In the The Navy List for April 1864 the China Station was first shown as a separate Royal Navy Station . It remained as such until the outbreak of the Pacific War in December 1941 which was to signal the end of that era. In addition to a precis of the lives and naval careers of each of the Commanders in Chief of the China Station, this volume also gives relevant information outlining something of the concurrent internal affairs of China and Japan. Both are very different but sad tales, the former in decline towards the end of the Manchu Ch’ing dynasty and then into the chaotic 1920’s and 1930’s, and the latter increasingly adopting a militaristic attitude which was to result in their disaster of the Pacific War of 1941-1945. As a reminder of these days long gone are interwoven brief references to the British Consular Service. This is especially relevant for China, and for a shorter period for Japan during that era of extraterritoriality. Mention is also made of the British Colonial Service with whom, necessarily, the Navy worked very closely. In addition, being one important reason for it all, frequent references are made to a few British shipping and trading interests together with those of some other nations. All of these areas are linked together to give a definitive history of this very important Royal Navy Station.
