The election of populist politicians in recent years seems to challenge the commitment to democracy, if not its ideal. This book argues that majority rule is not the problem; rather, the institutions that stabilize majorities are responsible for the suppression of minority interests. Despite the popular notion that social choice instability (or “cycling”) makes it impossible for majorities to make sound legislation, Yuhui Li argues that the best part of democracy is not the large number of people on the winning side; it is that the winners can be easily divided and realigned with the losers in the cycling process. He shows that minorities’ bargaining power depends on their ability to exploit division within the winning coalition and induce its members to defect, an institutionalized uncertainty that is missing in one-party authoritarian systems. Dividing the Rulers theorizes why such division within the majority is important and what kind of institutional features can help a democratic system maintain such division, which is crucial in preventing the “tyranny of the majority.” These institutional solutions point to a direction of institutional reform that academics, politicians, and voters should collectively pursue.

Rulers and Rulership in the Arc of Medieval Europe challenges the dominant paradigm of what rulership is and who rulers are by decentering the narrative and providing a broad swath of examples from throughout medieval Europe. Within that territory, the prevalent idea of monarchy and kingship is overturned in favor of a broad definition of rulership. This book will demonstrate to the reader that the way in which medieval Europe has been constructed in both the popular and scholarly imaginations is incorrect. Instead of a king we have multiple rulers, male and female, ruling concurrently. Instead of an independent church or a church striving for supremacy under the Gregorian Reform, we have a pope and ecclesiastical leaders making deals with secular rulers and an in-depth interconnection between the two. Finally, instead of a strong centralizing polity growing into statehood we see weak rulers working hand in glove with weak subordinates to make the polity as a whole function. Encompassing five continents and twenty centuries, this book puts ruler personality cults on the crossroads of disciplines rarely, if ever, juxtaposed before: among its authors are historians, linguists, media scholars, political scientists and communication sociologists from Europe, the United States and New Zealand. However, this breadth and versatility are not goals in themselves. Rather, they are the means to work out an integrated approach to personality cults, capable of overcoming both the dominance of much-discussed 20th century poster examples (Bolshevism-Nazism-Fascism) and the lack of interest in the related practices of leader adoration in religious and cultural contexts. Instead of reiterating the understandable but unfruitful fixation on rulers as the cults’ focal points, the authors focus on communicative patterns and interactional chains linking rulers with their subjects: in this light, the adoration of political figures is seen as a collective enterprise impossible without active, if often tacit, collaboration between rulers and their constituencies.
