A cross-cultural analysis of two particular social contexts (one within the UK and one within India) based on new research argues that outsourced domestic cleaning can be undertaken either as work (using mental and manual skills) or as labour (usually defined as unskilled, 'natural' women’s work) depending on the social context and working conditions. The book challenges feminist dogma and popular myths about housework.

Abstract: Abstract of thesis entitled An Oral History of Women Cleaning Workers in Hong Kong submitted by Tang Lynn For the degree of Master of Philosophy at The University of Hong Kong in September 2006 Menial unskilled service workers are invisible both in public and in academic research on women and work. Inspired by the strike of MTR cleaning workers in 2001, the research reported here explores the experience of women cleaning workers in public area, throwing light on their labour processes and the impact of their work on the formation of personal identities, particularly in the context of the current squeeze in the service economy in Hong Kong. A life history approach is employed to reveal the multi-layered and ever- changing nature of subjectivities. Findings are derived from in-depth oral history interviews with ten full-time middle-aged women cleaners working in various employment settings: direct-wage and contract, public and private institutions, commercial building and housing estates. Immigrants were included as respondents to capture the multiple parameters of gender, immigrant status and ageism. Present work experience and past life trajectory were recounted in the informants' narratives. The stories of the women cleaners reveal how their work is rendered invisible by social stigma as well as time and spatial segregation in the workplace. The intangible nature of cleaning and cleaners triangular relations with management and end-users subject cleaning workers to servitude under the guise of good service. Large contractors with stricter management policies and hierarchies exert more bureaucratic control and implement a greater gender division of labour than informal sites. Nevertheless, managements in both types of workplace increasingly apply neo-liberal principles of cost-effectiveness to tighten control. The trend of contracting-out is detrimental to both direct-wage and contract cleaners. Job insecurity is common and wages are in a downward spiral. The accounts of the informants reveal a sense of abandonment and demoralization with work intensification and consequent unequal re-distribution of work along gender line. However the cleaners asserted varying degrees of negotiation with management and resistance to injustice, servitude and social stigma in critical incidents and during everyday work. Embedded in a web of social relations, the cleaners maintained a social distance from the end-users and formed their self-perception through interacting with people around. By attaching their gendered self-identity as "Si Nai" (師奶) to the cleaning skills, sometimes augmented with ethnic identity, they declared dignity and pride in their unskilled labour. Furthermore, the informants drew upon individual biography and collective work history, as well as their gendered and migration to make sense of their working lives. Two biographies were chosen to illustrate contrasting outlooks of life. A sole breadwinner's story illustrated how the class immobility experience contributed to her solidarity with fellow members of the working class in the economic downturn. The downward mobility story of an immigrant informant reveals the hidden injuries to social status which lead her to emphasise her individual ability to reclaim her self-worth.
