Women and European Politics is a comprehensive country-by-country survey of the changing political and economic history of women in Eastern and Western Europe over the last two centuries. Joni Lovenduski first discusses the contributions of the "first wave" feminists who fought for women suffrage as well as for reforms in family life, wage work, and educational opportunities. A more economically independent group of "second wave" feminists were concerned primarily with women's political activism, reproductive rights, child care provision for wage-earning women, laws against rape and sexual harassment, and consciousness-raising about women's oppression. Throughout her consideration of these issues, Lovenduski remains keenly aware of the unique situation for the women in each country discussed, as well as the divisions created among women due to differing social class and ethnic background. She is also skeptical of official press reports and accounts of women's political activity and aware of the interplay between professed government ideology and actual social and political practices as they affect women's daily lives.

This volume is the first comprehensive analysis of women's ascendance to leadership positions in the European Union as well as their performance in such positions. It provides a new theoretical and analytical framework capturing both positional and behavioural leadership and the specific hurdles that women encounter on their path to and when exercising leadership. The volume encompasses a detailed set of single and comparative case studies, analyzing women's representation and performance in the core EU institutions and their individual pathways to and exercise of power in top-level functions, as well as comparative analyses regarding the position and behaviour of women in relation to men. Based on these individual studies, the volume draws overarching conclusions about women's leadership in the EU. Regarding positional leadership, women continue to be underrepresented in leadership positions, they more often hold less prestigious portfolios in such positions, and manifold structural hurdles hamper their access to power. Furthermore, huge variations exist across EU institutions, with the intergovernmental bodies being the hardest to access. Regarding behavioural leadership, women acting in powerful EU positions generally perform excellently. They successfully exercise a combined leadership style that integrates attributes of leadership considered to be 'masculine' and 'feminine'. This is not to argue that women per se are the better leaders. Yet more often than men they are exposed to stronger selection processes and their prevalent practice of a combined leadership style tends to best meet the requirements of modern democratic systems and particularly those of the highly fragmented EU.

This book contributes to the debates around the presence and activity of women in politics, as well as the part which language plays in shaping and developing political activity. Footitt argues that, in a world of shifting roots and multiple identities, the stories we tell, the ways in which we understand the relationships between us, and the communities we imagine ourselves belonging to, are of ever-increasing political importance. At the centre of the study are the women from 12 European Union countries who participate in the transnational political site of the European Parliament. Using interviews with female Members of the European Parliament from the late 90s and early 00s, and a close textual study of speeches in the European Parliament, Hilary Footitt argues that women have created a language of politics that transcends nationalities and political parties and contributes to engendering democracy, defining citizenship and imagining the community of Europe. Politics, she argues, is multilingual, and an understanding of the varieties of vocabularies and grammars that are potentially available to us may help us to create a more inclusive and dynamic political process.
