This book develops the Sustainable Governance Approach and the principles of Community-Based Natural Resource Management (CBNRM). It provides practical examples of successes and failures in implementation, and lessons about the economics and governance of wild resources with global application. CBNRM emerged in the 1980s, encouraging greater local participation to conserve and manage natural and wild resources in the face of increasing encroachment by agricultural and other forms of land use development. This book describes the institutional history of wildlife and the empirical transformation of the wildlife sector on private and communal land, particularly in southern Africa, to develop an alternative paradigm for governing wild resources. With the twin goals of addressing poverty and resource degradation in the world’s extensive agriculturally marginal areas, the author conceptualises this paradigm as the Sustainable Governance Approach, which integrates theories of proprietorship and rights, prices and economics, governance and scale, and adaptive learning. The author then discusses and defines CBNRM, a major subset of this approach. Interweaving theory and practice, he shows that the primary challenges facing CBNRM are the devolution of rights from the centre to marginal communities and the governance of these rights by communities, a challenge which is seldom recognised or addressed. He focuses on this shortcoming, extending and operationalising institutional theory, including Ostrom’s principles of collective action, within the context of cross-scale governance. Based on the author’s extensive experience this book will be key reading for students of natural resource management, sustainable land use, community forestry, conservation, and development. Providing practical but theoretically robust tools for implementing CBNRM it will also appeal to professionals and practitioners working in communities and in conservation and development.

The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

Beargrass (Xerophyllum tenax (Pursh) Nutt.) is a source of food, habitat, and raw material for animals, pollinating insects, and people across its range in the western United States. The plant has long been used by Native Americans, who harvest the leaves for basketry and other crafts. More recently, beargrass has become an important component of international trade for the commercial floral greens industry. Changes in natural and anthropogenic disturbances are occurring within the range of beargrass, including fire frequency and severity, plant harvest intensity, and land use. This report documents how changes in disturbance patterns might affect beargrass and its associated ecosystem diversity, identifies gaps in knowledge or potential conflicts in human use, and records quantitative and qualitative information on the natural and cultural history of beargrass. We list and discuss some key sociocultural, environmental, and economic issues that relate to managing beargrass and the forested ecosystems in which it grows. These include a lack of information on the main factors affecting beargrass reproduction and persistence, including the importance of pollinators and light environment on plant fitness; differences in desired leaf properties sought by traditional and commercial harvesters; and inconsistent documentation on the volume and properties of harvested beargrass in total and by harvester group. Future research needs include advancing knowledge of the effects of human and natural disturbances on the plant and its habitat, including silvicultural practices, leaf harvest practices, and fire (both prescribed and wild).
