Originally published in 1989, this book examines how the inter-ethnic relationships of the clans of the pastoral Rendille, Gabbra, Sakuye and some Somalis of northern Kenya and southern Ethiopia came about. It also examines the uses to which these inter-ethnic relationships are put: for example in managing herds. Oral history is combined with cultural comparison and the analysis of social structure. Blending synchronic and diachronic perspectives, the book synthesises historical ethnology in the Continental tradition with social anthropology. Historically it overturns some established ideas about how the Horn of Africa was settled. Anthropologically it shows how relations may exceed the bounds of the ethnic group as the conventional unit of study.

A study of the longue durée of a marginalized part of northern Kenya, examining the process of territorialization and the role of Islam in politicizing ethnicity. The recent ethnic violence in Kenya has been preceded by a process of territorialization and politicization of ethnicity. This study examines a marginalized part of Kenya, the semi-arid north inhabited by pastoralists of three language groups - speakers of Oromo, Somali, and Rendille. It spans different periods of time, from early processes of ethnic differentiation between groups, through the colonial period when differences were reflected in administrative policies, to recent times, when global minority discourses, particularly those related to Islam, are tapped by local political agents and ethnic entrepreneurs. A companion volume to Pastoralism and Politics in Northern Kenya and Southern Ethiopia, this book is based on over thirty-four years of field research and synthesizes findings from history and political anthropology. This study focuses on the constraints, adaptations and innovations in the livelihoods of Orma pastoralists. The fieldwork took place with families around Tiltila, Waldena and Kalalani over a period of 9 months in 2007/08. The position of pastoralist peoples in East Africa is characterised by social, political and economic marginalisation, weak land tenure, and declining per capita livestock holdings, while their shrinking grazing lands are widely regarded to be on the front line of climate change, both in terms of climate impacts and biofuel/agribusiness land pressure. The dearth of good quality data on pastoralist populations and livelihoods is widely cited as one of the fundamental barriers to improving the effectiveness of development support in the drylands. This study seeks to address these knowledge gaps for Orma pastoralists, while contributing to the body of theory on pastoralist livelihood dynamics. Data on the effects of wealth, education and food aid on household mobility were analysed using a theory of asset threshold dynamics. An adapted typology of livelihood strategies was developed to interpret and structure the data. Using child mortality as a proxy for respondent health, the impacts of wealth and mobility status on families' health were explored. In the context of an almost total lack of data on community redistribution of food aid, both for the Orma and for East African pastoralists more generally, the study provides empirical data on de facto community food aid allocation patterns. The study also examines a controversial large-scale expropriation of land in Tana River (subsidised under the Kyoto Protocol's Clean Development Mechanism) which will undermine the capacity of Orma pastoralists and other minority groups, to adapt to increased and more extreme environmental variability. In an environment in which enrolment in formal education is very low (particularly for girls), the study found that community nursery schools represent a relatively recent (and thus far undocumented) innovation organised and funded by groups of parents. The data demonstrates unprecedented levels of female enrolment despite cost constraints faced by least wealthy families. It is therefore suggested that incorporation of the community nursery model into the basic literacy element of the proposed national distance learning strategy, offers significant potential for addressing 'Education For All' in Kenya's drylands.

A series of concurrent pressures in the early 2000s--climate change, financial system crashes, economic development in rural regions, and shifts in geopolitics--intensified interest in alternative energy production. At the same time, rising oil prices rendered alternative fuels a more economically viable option. Among these energy sources, liquid biofuels (bioethanol and biodiesel) and natural gas derived from hydraulic fracturing ("fracking") took center stage as promising commodities and technologies. But controversy quickly erupted in surprisingly similar ways around both renewable fuels. Global enthusiasm for these fuels--and the widespread projections for their production around the world--collided with local politics in debates over "food versus fuel" and concerns over "land grabs." What seemed, from a global perspective, like empty lands ripe for development were, to rural communities, vibrant and already contested spaces. As proposals for biofuels and fracking landed in specific communities and ecosystems, they reignited and reshaped old disputes over land, water, and decision-making authority. Fueling Resistance offers an account of how and why controversies over these different fuels unfolded in surprisingly similar ways in the global North and South. To explain these convergent dynamics of contention and resistance, Kate J. Neville argues that the emergence of grievances and the patterns of resistance to new fuel technologies depends less on the type of energy developed (renewable versus fossil fuel) than on intersecting elements of the political economy of energy: finance, ownership, and trade relations. As local commodities enter global supply chains and are integrated into existing corporate structures, opportunities arise to broker connections between otherwise disparate communities. Neville looks at biofuels in Kenya and fracking in the Canadian Yukon and shows how organizers connect specific energy projects to broader issues of globalization, climate, food, water, and justice. Taken together, the intersecting elements of the political economy of energy shape the contentious politics of biofuels and fracking at both local and global scales, and help explain how and why particular mechanisms of contention emerge at different times and places.

Since gaining independence from colonial rule, most African countries have been struggling to build democratic and peaceful states.
