On December 23, the President signed the Food Security Act of 1985, setting up a broad program for the 1986 wheat crop and four subsequent crops. This farm bill gives the Secretary of Agriculture considerable discretion in designating specific program features. Basic to the farmer is the decision whether to participate in the voluntary program. Only by signing up will the grower receive target price protection and price support loans.
