Book Description
This paper contains the draft Water Bill itself and explains the context and rationale for its measures. The draft Water Bill will deliver legislative commitments set out in the Water White Paper (Cm. 8230, ISBN 9780101823029). It will, implement a package of retail and upstream market reforms; allow complementary changes to Ofwat's regulatory regime; allow the scope of the environmental permitting regulations to be extended from prevention of pollution to include the abstraction and impounding of water, flood defence consenting and fish pass approvals; and make minor changes to existing legislation to reduce and simplify regulatory and administrative burdens. The reforms will mainly apply to England and Wales but will also allow for a joint water and sewerage retail market with Scotland

Book Description
The Committee for Standards in Public Life felt that the time was right to undertake a review of the key lessons that have been learnt since the Nolan Committee's first report (ISBN 9780101285025) was published in 1995 about how to improve ethical standards in public life - to stand back and reflect on what has been achieved and what still needs to be done. The report argues that much of the basic infrastructure to improve standards is now in place. Statements of key principles and codes of conduct have been adopted by most public bodies, new regulators have been created or had their existing remits clarified, and awareness of principles such as integrity, accountability and openness has increased considerably. The Committee believes standards of behaviour in many areas of public life have improved. But the Committee finds it disturbing that concerns continue to be raised about the integrity of so many of the country's key institutions or those within them; and the evidence of the last few years and months suggests that there is still much to do before the high standards in public life to which we all aspire are fully internalised in the cultures of all our public institutions. The report concludes that the need now is not for more principles, codes or regulators but rather for the existing arrangements to be more consistently and actively implemented.

Book Description
Is Australia a 'racist' country? Why do issues of race and culture seem to ignite public debate so readily? Tim Soutphommasane, Australia's Race Discrimination Commissioner, reflects on the national experience of racism and the progress that has been made since the introduction of the Racial Discrimination Act in 1975. As the first federal human rights and discrimination legislation, the Act was a landmark demonstration of Australia's commitment to eliminating racism. Published to coincide with the Act's fortieth anniversary, this book gives a timely and incisive account of the history of racism, the limits of free speech, the dimensions of bigotry and the role of legislation in our society's response to discrimination. With contributions by Maxine Beneba Clarke, Bindi Cole Chocka, Benjamin Law, Alice Pung and Christos Tsiolkas.

Book Description
The Government of Wales Bill will have constitutional implications that the Select Committee on the Constitution believes require scrutiny. The Bill seeks to take the next step in the devolutionary process and sets out five main aims: to differentiate between the National Assembly for Wales from the Government of the Assembly; to alter the way people are elected to the Assembly, preventing persons standing simultaneously as a candidate on a regional list and for a constituency; develop the law-making powers of the Assembly, delegated through Parliament; set out a scheme for the devolution of primary legislative powers to the Assembly; establish a Welsh Consolidated Fund. The Committee views the Bill as containing provisions of constitutional significance not only to Wales but for the future of the United Kingdom's scheme of devolution generally. The report sets out the background to the Bill, and examines the major constitutional issues.
