It focuses on the major shift in Russia’s child welfare policy: deinstitutionalisation of the system of children’s homes inherited from the Soviet era and an increase in fostering and adoption. To what extent has the process of European integration re-drawn the boundaries of national welfare states? What are the effects of such re-drawing? Boundaries count: they are essential in bringing together individuals, groups, and territorial units, and for activating or strengthening shared ties between them. If the profile of boundaries changes over time, we might expect significant consequences on bonding dynamics, i.e. on the way solidarity is structured in a given politicalcommunity.The book addresses these two questions in a broad historical and comparative perspective. The first chapter sets out a novel theoretical framework which re-conceptualizes the welfare state as a 'bounded space' characterized by a distinct spatial politics. This reconceptualization takes as a starting point the 'state-building tradition' in political science and in particular the work of Stein Rokkan. The second chapter briefly outlines the early emergence and expansion of European welfare statestill World War II. Chapters 3 and 4 analyse the relationship between domestic welfare state developments and the formation of a supranational European Community between the 1960s and the 2000s, illustrating how the process of European integration has increasingly eroded the social sovereignty of thenation-state. Chapter 5 focuses on new emerging forms of sub-national and trans-national social protection, while Chapter 6 discusses current trends and future perspectives for a re-structuring of social protection at the EU level.While there is no doubt that European integration has significantly altered the boundaries of national welfare, de-stabilizing delicate political and institutional equilibria, the book concludes by offering some suggestions on how a viable system of multi-level social protection could possibly emerge within the new EU wide boundary configuration.

Do contemporary welfare policies reflect the realities of the economy and the needs of those in need of public assistance, or are they based on outdated and idealized notions of work and family life? Are we are moving from a "war on poverty" to a "war against the poor?" In this critique of American social welfare policy, Sanford F. Schram explores the cultural anxieties over the putatively deteriorating "American work ethic," and the class, race, sexual and gender biases at the root of current policy and debates. Schram goes beyond analyzing the current state of affairs to offer a progressive alternative he calls "radical incrementalism," whereby activists would recreate a social safety net tailored to the specific life circumstances of those in need. His provocative recommendations include a series of programs aimed at transcending the prevailing pernicious distinction between "social insurance" and "public assistance" so as to better address the needs of single mothers with children. Such programs could include "divorce insurance" or even some form of "pregnancy insurance" for women with no means of economic support. By pushing for such programs, Schram argues, activists could make great strides towards achieving social justice, even in today's reactionary climate.

This book explores the often-overlooked positive role of public housing in facilitating social movements and activism. Taking a political, social, and spatial perspective, the author offers Atlanta as a case study. Akira Drake Rodriguez shows that the decline in support for public housing, often touted as a positive (neoliberal) development, has negative consequences for social justice and nascent activism, especially among Black women. Urban revitalization policies target public housing residents by demolishing public housing towers and dispersing poor (Black) residents into new, deconcentrated spaces in the city via housing choice vouchers and other housing-based tools of economic and urban development. Diverging Space for Deviants establishes alternative functions for public housing developments that would necessitate their existence in any city. In addition to providing affordable housing for low-income residents—a necessity as wealth inequality in cities increases—public housing developments function as a necessary political space in the city, one of the last remaining frontiers for citizens to engage in inclusive political activity and make claims on the changing face of the state.
