The Second Meeting of the Regional Fisheries Data and Statistics Working Group (FDS-WG) was convened online in three (3) sessions with the main session on 12–16 October 2020, extended session on 25–28 May 2021 and conclusion session on 10 March 2022. The Regional FDS-WG is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). The second meeting of the FDS-WG contributed to: • review the FDS-WG first meeting intersessional work and develop consensus and identify remaining work needed for technical session topics (vessel mapping, sub area and divisions, list of main and reference species, WECAFC-FIRMS stocks and fisheries inventory, Small-Scale Fisheries Matrix, and Data Collection Reference Framework and standards); • review country updates on national data collection systems, vessel registries, continuing challenges and needs; • identify, prioritize, and develop a criteria list of national countries capacity-building projects; • review the FDS-WG Terms of Reference; and • develop the FDS-WG2 Workplan for 2020–2022, including recommendations in preparation for the extended session, and initiate WG recommendations for the WECAFC Scientific Advisory Group (SAG).

Part I of the volume summarizes the discussions of the main issues that arose from the national reports and the technical papers presented at the Meeting. It contains the conclusions and recommendations adopted by the meeting. The principal recommendation was policy guidelines for obtaining maximum sustainable benefits from the exploitation of the fishery resources within the EEZs. In this regard, governments were requested to review and refine their national policies for the development and management of the various fishery types within their EEZ and prepare comprehensive management and development plans for these fisheries. Part II contains the national reports of the countries represented at the Meeting, and the technical papers prepared for and presented at the Meeting. The topics covered by these documents include policy issues, legal regime for EEZ management, status of the resources, case studies on the living resources of the EEZ of Trinidad and Tobago and of the OECS countries, and methodological and operational aspects of statistical monitoring systems on the Caribbean.

The Regional Working Group on Illegal, Unreported and Unregulated (RWG-IUU) Fishing is a joint working group of the Western Central Atlantic Fishery Commission (WECAFC), the Caribbean Regional Fisheries Mechanism (CRFM), and Organization for Fisheries and Aquaculture of Central America (OSPESCA). At the meeting, the attendants provided updates on the implementation of the RWG-IUU work plan for 2019–2020 and their efforts in implementing the relevant recommendations that were endorsed at the 17th Session of WECAFC in July 2019. Participants were also informed of the developments at the global and regional levels in the implementation of the Port States Measures Agreement (PSMA) and complementing instruments. The eighth session of the Scientific Advisory Group (SAG) of the Western Central Atlantic Fishery Commission (WECAFC) was held in Merida, Mexico, on 3-4 November 2017. The Gulf and Caribbean Fisheries Institute (GCFI) hosted the session at the venue of its seventieth annual conference. The SAG discussed the outcomes of the work carried out by various joint working groups in 2016–2017 and their Recommendations to WECAFC 17. The SAG reviewed the status of the main fish stocks in Area 31 and discussed the impact of the increase in Fish Aggregating Device (FAD) fisheries on the current stock assessment methods used. The SAG further got updated on the functioning of the Interim Coordination Mechanism for Sustainable Fisheries, the WECAFC-FIRMS partnership and the activities of partner agencies in the region. The regional dimension is key to international fisheries management policy, as demonstrated by the rapid expansion of the family of regional fisheries bodies (RFBs). There are some 50 RFBs worldwide. Most provide only advice to their members, and are hence referred to in this work as regional fisheries advisory bodies (RFABs). Regional fisheries management organizations (RFMOs) have mandates to adopt legally binding conservation and management measures based on the best scientific evidence. Global instruments and normative processes have to be implemented and translated into actions at the country and regional levels, as appropriate. In this regard, regionalization of fisheries and aquaculture governance can provide opportunities not only to address common concerns, create synergies and mainstream the global objectives of relevant UN bodies, but also to broaden outreach on the global fisheries agenda to regional partners that may not be directly concerned with fisheries, as well as to the general public. The present study provides an overview of the activities and developments of RFMOs and RFABs from 2000 to 2017. It is based on a compilation of data and information for 46 RFMOs and RFABs.

The project “Sustainable management of bycatch in Latin America and Caribbean trawl fisheries” was financed by GEF, implemented and executed by FAO. With an overall evaluation rating of Highly Satisfactory, the assessment has identified notable results in strengthening regional collaboration, improving legal frameworks and co-management mechanisms; successful trials of bycatch reduction devices; and building capacity, including of women. The global environment objective (GEO) and the project development objective (PDO) were partially achieved, reflecting the over-ambitiousness of the design. However, the enabling environment created, and the transformational results will contribute towards achievement of these objectives in the long-term. Strategic partnerships and the high level of stakeholder engagement including the private sector contributed to successful delivery. Recommendations include actions to be taken by the project partners and stakeholders to build on the project results to achieve sustainable, long-term impact; thematic areas for follow-up projects; more realistic project objectives and improvement in institutional arrangements and administrative procedures for future projects; sustaining partnerships; enhancing livelihoods and empowerment of women fish workers; and better communication and knowledge management.
