For a considerable time in the West the decisions on mining and waters had been closely interwoven, and that point of view was probably the best for reaching the underlying principles on which the Western law of waters rests. The present book attempts a more general treatment of the subject, covering also the recent, developments of the law resulting from irrigation throughout the West.
