This is a pioneering study about the relationship between fresh water, peace, and security in Asia from the Middle East to Siberia but with a special focus on South and Southeast Asia. Asia is home to many of the world's great rivers and lakes, but its huge population and booming economies make it the most water-scarce continent on a per capita basis. Over extensive irrigation, pollution, and global warming add to the demographic and economic pressures on Asia's fresh water supplies. The location of the sources for much of South and Southeast Asia's fresh water is in the Chinese controlled Tibetan Plateau, and China's increasing exploitation of these water sources have created growing geopolitical tensions that could boil over into conflict. India is reliant on fresh water from Tibet, which gives the Chinese uncomfortable leverage over India and further exacerbates their unsettled border disputes. Vietnam, Bangladesh, Pakistan, and other countries of the region also find themselves in similarly vulnerable positions where water is scarce and the sources are increasingly being exploited and polluted upstream by the continent's most powerful country. Brahma Chellaney proposes strategies to avoid conflict and more equitably share and preserve Asia's water resources.

This book presents the results of the Interdisciplinary Research Group "Society – Water – Technology" of the Berlin-Brandenburg Academy of Sciences and Humanities. It describes interdisciplinary evaluation criteria for major water engineering projects (MWEPs) and portrays an application to the Lower Jordan Valley (Middle East) and the Fergana Valley (Central Asia). Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.

As countries develop, the demand for water increases while water supply becomes less certain and is often not enough to meet demand. In general, pressures from both environment and human activities can increase the likelihood of water scarcity. Such pressures include increased socio-economic development and population growth, change in people's diets, competition for available water among different user sectors and growing climate variability. Climate change is likely to exacerbate the existing demand and supply stresses, particularly when more frequent and extreme droughts and floods, as well as rising sea level are becoming more evident. In temperate, sub-temperate regions, less rainfall and longer dry seasons are expected. In tropical areas, rainfall is predicted to be similar or greater in terms of annual average volumes, more intense and severe storms and seasonal droughts (IPCC, 2007). These pressures will test the effectiveness of water resource management systems in providing a consistent and secure water supply for all users, with minimum externalities. This study will assess advances in management practices, institutional and technological innovations for managing water scarcity sustainably under a changing climate. This study of 'sustaining East Asia's water resources through Green Water Defense (GWD) is a sub-study of the 'towards GWD in East Asia' study and is complemented by another sub-study 'green water defense for flood risk management in East Asia' that focuses on flood management in delta regions.

The Asian Water Development Outlook charts progress in water security in Asia and the Pacific over the past 5 years. This 2016 edition of the report uses the latest available data to assess water security in five key dimensions: household access to piped potable water and improved sanitation, economic water security, providing better urban water services to build more livable cities, restoring healthy rivers and ecosystems, and resilience to water disasters. The region shows a positive trend in strengthening water security since the 2013 edition of the report, when 38 out of 49 countries were assessed as water-insecure. In 2016, that number dropped to 29 out of 48 countries. This study was supported by ADB’s Water Financing Partnership Facility.
