The Department of Health, Education, and Welfare has issued air quality criteria for sulfur oxides and for particulates. But pollution from automobiles involves primarily lead, carbon monoxide, and oxides of nitrogen. My State is ready to move forward in setting standards for these pollutants and adopting programs to control them, but the 1967 Clean Air Act required us to wait for the issuance of the Federal criteria.
