In the US, there is wide variation from state to state in the institutional arrangements - for example, registration laws - that structure the environment in which citizens decide whether to vote and parties decide whom to mobilize. This has important consequences for who gets elected and the policies they enact. In this book Michael Hanmer argues that to understand how these institutional arrangements affect outcomes, it is necessary to consider the interactions between social and political context and these laws. He tests this theory by examining how the factors that influence the adoption of a set of registration laws affect turnout, the composition of the electorate, and party strategies. His multi-method research design demonstrates that the effect of registration laws is not as profound as either reformers would hope or previous studies suggest, especially when reform is a response to federal legislation. He concludes by arguing for a shift in the approach to increasing turnout.

Democracy requires conversations about how its practice can be improved. This is an enduring theme in American politics, and demands for change in how we conduct elections are highly salient today. The crisis of the 2000 presidential election generated demands for changes in election rules, but the response was muted. After 2000, several states adopted photo ID laws, and other rules that made it more difficult to vote. The 2010 Citizens United decision heralded in deregulation of campaign finance. The Voting Rights Act was weakened by The Court in 2013. More recently, the unprecedented presidential election of 2016 generated accusations from the left and right that America’s elections were ‘a rigged system’ of caucuses, conventions, and campaign finance desperately in need of reforms. Changing How America Votes is an edited volume comprised of 15 short substantive chapters on various specific reform topics that examine how electoral democracy in the United States is working, and how it might be improved. Editor Todd Donovan has written brief introductory and concluding chapters, and very brief introductions to the following three thematic sections that divide the readings accordingly: Voting and Participation: Changing Who Votes; Electoral Rules and Systems: Changing How We Vote; and Changing the Role of Parties and Money. The field of elections and electoral systems, and particularly electoral reform, has exhibited tremendous growth and cross-national appeal over the last two decades. However, beyond an increased knowledge of voting rules and their consequences for political representation, little attention has been devoted to the question of why electoral systems have recently undergone substantial change in several liberal democracies. This book addresses several new approaches to electoral reform. First, the scope of the study of electoral reform has been expanded. Second, contrary to previous studies of electoral reform, the conviction that the determinants of reform can be explained by one single approach has been replaced by a belief in a more comprehensive framework for analysis. Third, we move beyond political parties (acting in parliament and government) as the most significant source of electoral reform. Fourth, a focus on the determinants of electoral reform allows us to include motivations and objectives of electoral reform. A final advancement in the study of electoral reform is the inclusion of countries other than ‘established’ democracies. This book was published as a special issue of West European Politics.
