This is an open access book. This proceeding consists of research presented in ICOSI UMY, on 20-21 July 2022 at Universitas Muhammadiyah Yogyakarta. The conference covers the topic of governance, international relations, law, education, humanities, and social sciences. The COVID-19 pandemic first time that occurred in 2019, has brought many changes that constrain all countries to adapt quickly. The crisis has shown vulnerabilities and gaps in several primary systems, including healthcare, social protection, education, value chains, production networks, financial markets, and the ecosystem. One of the efforts that each country can take to rise from the COVID-19 pandemic is through strengthening multilateralism, international solidarity, and global partnerships. Hence, this conference raises the central theme “Strengthening Global Partnership for Resilience.” This theme covers sub-themes that allow prospective scholars to submit their papers for ‘Virtual Conferences’ presentation under the following scopes: Social Sciences, Humanities, Educations, and Religious Studies. Presented papers will also get a chance to be published in our remarkable partner publishers. Through the International Symposium on Social, Humanities, Education, and Religious Studies (ISSHERS) and Asian Conference on Comparative Laws (Asian-COL), we hope that participants will express their innovative and creative ideas to provide benefits and contribute knowledge to strengthen global partnerships among countries. This is an important innovative analysis of communication and society in Pahang, West Malaysia, based on fieldwork carried out in Kampung Kuala Bera. Dr Wilder is concerned with communication networks of all kinds as found in a long-established Malay village, including the uses of language, small-scale (kinship and village-based) networks, and higher-level systems (the district and the nation as a whole). His study is prefaced by a detailed historical account of Pahang and a thorough sociological analysis of Kampung Kuala Bera. The ethnography is meticulously detailed; its special contribution includes the first-ever publication of a Malay village genealogy, a systematic account of birth-order names (a major feature of the kinship system), complete figures on marital breakdowns for the whole village population, and an intensive analysis of leadership in its local context. What role does communication play in the economic, social, and political development of a community? The results of the study reported here, based on comprehensive field work in two small villages in India, throw considerable light on that question, one which is of fundamental importance to those concerned with rates and patterns of growth in any developing country. In this study, the term "communication" refers to a social process—the flow of information, the circulation of knowledge and ideas in society, the propagation and internalization of thoughts. It does not refer to the media or means of communication, such as electronics, roads and railways, or vehicles. The two villages studied, both in South India, were at contrasting stages of development. One was becoming industrialized, while the other still clung to such traditional ways as the barter system. To carry out the field work for his study, Dr. Rao lived in these villages for several months, talking at length with the people, obtaining information about their attitudes, beliefs, and opinions, and observing them and their surroundings with a trained eye. He also checked official records for pertinent information. He analyzes his findings from a psychological and sociological standpoint and, in addition, provides an intimate description of the village life. The book will be of particular interest to communications specialists, anthropologists, sociologists, political scientists, economists, and others concerned with studies of the developing countries in Asia, Africa, and Latin America.

This book is based on an empirical research which explores bottom-up development practices initiated and organized by rural communities in the Indonesian periphery by placing “communication” at its core of analysis. The aim is to determine the extent that the Indonesian decentralization policy and the use of internet and other digital Information and Communication Technologies (ICTs) has affected the theory and practice of development communication as well as changes in relations between the center and the periphery within the context of Indonesian rural development. The book takes on periphery perspective in center-periphery interactions and relations. Hence, it belongs to "periphery research" that has rarely been used in recent decades. By using Grounded Theory for its data collection and analysis method, the results of this study are grouped into two major thematic categories: “communication development”, instead of development communication, and “communication empowerment”.
