Throughout the entire Cold War era, Vietnam served as a grim symbol of the ideological polarity that permeated international politics. But when the Cold War ended in 1989, Vietnam faced the difficult task of adjusting to a new world without the benefactors it had come to rely on. In Changing Worlds, David W. P. Elliott, who has spent the past half century studying modern Vietnam, chronicles the evolution of the Vietnamese state from the end of the Cold War to the present. When the communist regimes of Eastern Europe collapsed, so did Vietnam's model for analyzing and engaging with the outside world. Fearing that committing fully to globalization would lead to the collapse of its own system, the Vietnamese political elite at first resisted extensive engagement with the larger international community. Over the next decade, though, China's rapid economic growth and the success of the Asian "tiger economies," along with a complex realignment of regional and global international relations reshaped Vietnamese leaders' views. In 1995 Vietnam joined the Association of Southeast Asian Nations (ASEAN), its former adversary, and completed the normalization of relations with the United States. By 2000, Vietnam had "taken the plunge" and opted for greater participation in the global economic system. Vietnam finally joined the World Trade Organization in 2006. Elliott contends that Vietnam's political elite ultimately concluded that if the conservatives who opposed opening up to the outside world had triumphed, Vietnam would have been condemned to a permanent state of underdevelopment. Partial reform starting in the mid-1980s produced some success, but eventually the reformers' argument that Vietnam's economic potential could not be fully exploited in a highly competitive world unless it opted for deep integration into the rapidly globalizing world economy prevailed. Remarkably, deep integration occurred without Vietnam losing its unique political identity. It remains an authoritarian state, but offers far more breathing space to its citizens than in the pre-reform era. Far from being absorbed into a Western-inspired development model, globalization has reinforced Vietnam's distinctive identity rather than eradicating it. The market economy led to a revival of localism and familism which has challenged the capacity of the state to impose its preferences and maintain the wartime narrative of monolithic unity. Although it would be premature to talk of a genuine civil society, today's Vietnam is an increasingly pluralistic community. Drawing from a vast body of Vietnamese language sources, Changing Worlds is the definitive account of how this highly vulnerable Communist state remade itself amidst the challenges of the post-Cold War era.

The title “Mother of the Church,” a title that only fully came into its own with Vatican II and the subsequent endorsement of the popes, especially Pope Francis, was inculturated in the uniqueness of Vietnamese Catholic belief and practice from the time of Our Lady’s first apparition. What we see in the story and the cult of Our Lady is a piety and theology of Mary as “Mother of the Church,” which, as it developed, also solidified an identity of Vietnamese Catholics as such. One reason is that, just as Our Lady said she would, she inspired fortitude and endurance under persecution. The persecution of Christians in Vietnam lasted through nearly the entire nineteenth century in one form or another. As the official theology of Mary, Mother of the Church, developed more at Vatican II and in its legacy, it found a home in the hearts of Vietnamese Catholics where Mary had already been inculturated as ecclesial Mother.

“My husband doesn’t have a head for business,” complained Ngoc, the owner of a children’s clothing stall in Ben Thanh market. “Naturally, it’s because he’s a man.” When the women who sell in Ho Chi Minh City’s iconic marketplace speak, their language suggests that activity in the market is shaped by timeless, essential truths: Vietnamese women are naturally adept at buying and selling, while men are not; Vietnamese prefer to do business with family members or through social contacts; stallholders are by nature superstitious; marketplace trading is by definition a small-scale enterprise. Essential Trade looks through the façade of these “timeless truths” and finds active participants in a political economy of appearances: traders’ words and actions conform to stereotypes of themselves as poor, weak women in order to clinch sales, manage creditors, and protect themselves from accusations of being greedy, corrupt, or “bourgeois” – even as they quietly slip into southern Vietnam’s growing middle class. But Leshkowich argues that we should not dismiss the traders’ self-disparaging words simply because of their essentialist logic. In Ben Thanh market, performing certain styles of femininity, kinship relations, social networks, spirituality, and class allowed traders to portray themselves as particular kinds of people who had the capacity to act in volatile political and economic circumstances. When so much seems to be changing, a claim that certain things or people are inherently or naturally a particular way can be both personally meaningful and strategically advantageous. Based on ethnographic fieldwork and life history interviewing conducted over nearly two decades, Essential Trade explores how women cloth and clothing traders like Ngoc have plied their wares through four decades of political and economic transformation: civil war, postwar economic restructuring, socialist cooperativization, and the frenetic competition of market socialism. With close attention to daily activities and life narratives, this groundbreaking work of critical feminist economic anthropology combines theoretical insight, vivid ethnography, and moving personal stories to illuminate how the interaction between gender and class has shaped people’s lives and created market socialist political economy. In Tours of Vietnam, Scott Laderman demonstrates how tourist literature has shaped Americans’ understanding of Vietnam and projections of United States power since the mid-twentieth century. Laderman analyzes portrayals of Vietnam’s land, history, culture, economy, and people in travel narratives, U.S. military guides, and tourist guidebooks, pamphlets, and brochures. Whether implying that Vietnamese women were in need of saving by “manly” American military power or celebrating the neoliberal reforms Vietnam implemented in the 1980s, ostensibly neutral guides have repeatedly represented events, particularly those related to the Vietnam War, in ways that favor the global ambitions of the United States. Tracing a history of ideological assertions embedded in travel discourse, Laderman analyzes the use of tourism in the Republic of Vietnam as a form of Cold War cultural diplomacy by a fledgling state that, according to one pamphlet published by the Vietnamese tourism authorities, was joining the “family of free nations.” He chronicles the evolution of the Defense Department pocket guides to Vietnam, the first of which, published in 1963, promoted military service in Southeast Asia by touting the exciting opportunities offered by Vietnam to sightsee, swim, hunt, and water-ski. Laderman points out that, despite historians’ ongoing and well-documented uncertainty about the facts of the 1968 “Hue Massacre” during the National Liberation Front’s occupation of the former imperial capital, the incident often appears in English-language guidebooks as a settled narrative of revolutionary Vietnamese atrocity. And turning to the War Remnants Museum in Ho Chi Minh City, he notes that, while most contemporary accounts concede that the United States perpetrated gruesome acts of violence in Vietnam, many tourists and travel writers still dismiss the museum’s display of that record as little more than “propaganda.”

This book reviews the experience of 14 countries with external liberalization and related policies, based on papers written by national authors following a common 0000oeconomic methodology. The methodology, the papers' main results, and policy implications are summarized in the introductory chapter. The book reports on a follow-on project to the country studies presented in Lance Taylor (ed.), External Liberalization, Economic Performance, and Social Policy, OUP, 2001. The new project represents a significant extension of the earlier work in that it focuses principally on formerly socialist European economies (Hungary, Poland, Russia), Asian economies (consistently growing China, India, Singapore, and Vietnam; the 1997-98 crisis victims Indonesia, Korea, Malaysia, and Thailand; and cyclically stagnant Philippines and Turkey). Brazil is also included as an important comparator. Macroeconomics has traditionally been less actively pursued in Asia and the transition economies than, say, in Latin America. The 1997-98 crisis awoke the Asians to the importance of macro, and the present book is in part a response to the development. A distinguishing feature of the book is the common methodology, which focuses on the mechanisms via which effective demand is generated and the interactions of labor productivity, employment growth, and income distribution. The country papers show clearly how trade and capital account liberalization along with changes in the real exchange rate affected demand, productivity, and employment at the country level. They also trace through shifts in the overall income distribution and the incidence of poverty. The authors of the papers bring a wealth of insight into their thick descriptions à la Clifford Geertz's famous Balinese cockfight about how diverse economies responded to rather similar reform packages and offer lessons about ongoing institutional change. They also suggest policy shifts that may help make economic performance better in the future than it has been in the past.
