This manual, superseding the Research Council Program Administration Manual dated September 1996 and April 2006 that documented earlier procedures, was prepared to fulfill the provisions of USC 23 CFR 420.207(c) (See Appendix A) that require each state to prepare and maintain documentation that describes the management process and procedures for selecting and implementing RD & T activities. Although principally responding to the requirements of USC 23 CFR 420, the scope of the manual encompasses all relevant research administration activities regardless of the funding source. In most cases, the administrative procedures followed for SP & R-funded research and research that is not SP & R funded are identical. As part of the VDOT Blueprint organizational restructuring in late 2009, the VDOT Knowledge Management Division (which already reported to the Chief of Technology and is located in the Research Council Building) and the VDOT Learning Center, which is located in Richmond, were brought into a reporting relationship under the Director of Research. This was done with the thought in mind to create a virtual institute for research and education and to provide stronger ties between research, knowledge and information transfer, and the VDOT training function. Primary functional leadership for the Learning Center remains with the Chief of Technology as he focuses on standing up a corporate approach to training and education for VDOT. This Program Manual focuses only on research activities.
