Pursuant to a congressional request, GAO evaluated the Department of Defense's (DOD) methods for computing fiscal years (FY) 1981 and 1982 variable housing allowances (VHA) which were authorized for qualified members of the uniformed services. The GAO evaluation indicated that Congress needs to correct certain weaknesses in VHA legislation, and DOD needs to correct certain procedural problems. GAO found that the basis DOD used to compute VHA rates is what service members say they are paying for housing. Such a basis introduces not only the potential for abuse, but also for uncontrolled cost growth that will not be visible to Congress until after it has occurred. Also, GAO stated that it is questionable whether, in the early years of the program, this method will enable service members to obtain adequate housing. GAO believes that a better basis for establishing a housing allowance would be some external measure of what the members' civilian peers pay for housing.

Pursuant to a legislative requirement, GAO reviewed: (1) the fairness of the Department of Defense's (DOD) military housing system as it pertained to dual-service couples and divorced members; and (2) previous DOD studies on housing and existing laws on basic allowances for quarters (BAQ) and the variable housing allowance (VHA). GAO found that: (1) the housing allowance system was designed when the military was small and composed mostly of single males, and those members that were married had nonemployed civilian spouses; (2) the problem has been compounded by the growth in the number of female service members, which has led to an increasing number of dual-service couples, and growth in the number of divorced service members; (3) service members in those categories believe they are unfairly treated; (4) current legislation restricts a dual-service couple from receiving BAQ when both are assigned to sea duty, even though they may live in nongovernment housing for lengthy periods when the ship is in port, or maintain that housing during short deployments; (5) other legislation prevents members who reside in government quarters and receive a housing allowance only because they pay child support from receiving a variable housing allowance and denies variable housing allowances to certain members who elect to not occupy quarters when assigned to sea duty; and (6) DOD proposals to eliminate perceived inequities for dual-service couples and divorced service members may serve to magnify perceived inequities for other groups that do not have the option to elect to not occupy government quarters.

This study evaluates the current Department of Defense Variable Housing Allowance (VHA) Program for military families with dependents. It is exclusively for the Colorado Springs Military Housing Area (MHA), although the methodology could easily be applied to other MHA in the continental United States. For the Colorado Springs MHA, we conclude that VHA entitlements are too low for pay grades 0-1 and E-6 and below. For 0-2, 0-3, and E-7 through E-9, the current VHA entitlement are too high. We were unable to make a determination for 0-4 and above. We also explored the implications of including homeowner imputed rents in Department of Defense VHA calculations. We conclude that if imputed rents were included, VHA would be substantially lower for all pay grades. We recommend that all military members be advised on how their VHA entitlements are calculated, and how the quality of housing they choose affects their respective entitlements. We also recommend that VHA entitlements be updated quarterly between annual VHA surveys by indexing entitlements to housing cost inflation rates. (Author).

This thesis discusses the essential features of an alternative to the current variable housing allowance (VHA) program, which is called the variable compensation program. The outline of the variable compensation program begins by assuming a typical servicemember has a Stone-Geary utility function. Next, it derives this typical servicemember's implied expenditure function. This expenditure function is a function of the prices of two composite commodities, housing and nonhousing goods and services, and the level of utility provided by the member's regular military compensation. The parameters of this function are the respective subsistence quantities and marginal budget shares of the two composite goods. The subsequent sections of the variable compensation program outline discuss: (1) techniques to estimate these parameters, (2) the methodology of determining the appropriate levels of utility for the various military paygrades, (3) techniques to estimate the geographic price levels of housing and nonhousing goods and services, and (4) potential sources of data required by this program. This thesis concludes with a discussion of the advantages of the variable compensation program over the current VHA program as well as possible areas of expansion to make this program a more sophisticated analysis of military compensation.
