Excerpt from Report on the Utilization of Mojave River for Irrigation in Victor Valley, California In December, 1916, a petition was presented to the Board of Supervisors of San Bernardino County praying for the formation of an irrigation district in Victor Valley, east of the Mojave River. Under the provisions of the law, the State Engineer was called on to report upon the feasibility of the project, and he caused an examination to be made therefor. It was found that many conflicting claims exist to the water intended 7 to be taken for the proposed district, by lands which seem to have an equally good right to the water to those lands embraced in the proposed district. The State Engineer, finding that in the one month allowed by law in which to make his investigation it would be impossible to ascertain whether sufficient water was available to the district for its proper? development, recommended that the matter be held in abeyance until the whole question of the utilization of the waters of Mojave River could be analyzed and studied, and he suggested that a fund be provided to defray the cost of making a thorough examination. The Board of Supervisors placed funds at the disposal of the County Engineer to pay the expenses of such an investigation to be made jointly by the San Bernardino County Engineer, the Office of Public Roads and Rural Engineering of the United States Department of Agriculture, and the State Department of Engineering. This report is the result of the investigation and studies of the subject made under the co-operative direction of the agencies named.
