Book Description
Poverty and (under)development are the subjects of this book. While the focus is on urban poverty, the principal themes running throughout the book apply as well to rural poverty. The book traces the roots of the Philippine-poverty problem to industrialization and spatial policies that unduly encouraged concentration of infrastructure and social services in major urban centers; to trade and macroeconomic policies that severely penalized agriculture, labor-intensive exports, and small- to medium-scale manufacturing establishments; to public spending policies that accorded little attention to human capital formation for the poor; and to the lack of strong complementarity of state and market. Taking into account economic constraints and political economy considerations, the book discusses ways on how to enhance pro-poor, pro-market, and pro-growth policies, particularly those aimed at correcting disincentives against rapid employment expansion, balanced urban-rural growth, and human capital formation.

The Urban Operational Plan (UOP) 2012-2020 of the Asian Development Bank (ADB) supports ADB developing member countries (DMCs) in expanding their urban economies, improving environmental sustainability, and making pro-poor investments through a 3E approach (Economy, Environment, and Equity). This case study on the Philippines is based on thematic areas of the National Urban Sustainability Assessment framework for developing strategic policy options and targeted investments in the urban sector. This publication shows how the framework acts as a tool for conducting rapid urban assessments at both national and urban region levels for DMCs.

Book Description
Economic challenges in developing Asian countries have become more complex: urban populations are growing at great cost to the environment, climate change has increased risks of natural disasters, and income gaps within and between developing countries are widening. These factors threaten the sustainable growth and development of urban areas, the drivers of Asia's economy. A strategic approach for inclusive growth is needed. The City Cluster Economic Development approach provides a strategic framework and a set of analytical tools, which governments, businesses, and communities can use to support the inclusive and sustainable development of competitive urban economies in Asia. Said approach was developed and tested by the Asian Development Bank to improve the basis for integrated planning and development of urban regions in Asia and the Pacific. It also elps urban managers and other city stakeholders identify action plans and determine priority investment areas.
