The aim of the present document is to present the author’s proposals on the reform of the governance model from a holistic and functional perspective. The first task when designing a system of governance should be to identify the function that it is to fulfil, which leads on to the question of exactly why universities are meant to be autonomous. For the good of society, universities as institutions have to guarantee that the knowledge they generate and transmit does not favour the interests of any particular group. They provide a public service that must act with autonomy. This autonomy must include all decisionmaking mechanisms, the whole system of governance, so that the public service of higher education and research can be rendered as efficiently as possible and without submitting to the influence of political, economic or religious interests. On the basis of the conclusions of the study University Autonomy in Europe II. The Scorecard and the current situation of the university, research and innovation system, this study proposes a well-defined set of governance elements that cover all the dimensions of university autonomy. The study makes explicit reference to the university system in Catalonia but its conclusions and argumentation are of more general applicability.

This volume presents the major outcomes of the third edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 3) which was held on 27-29 November 2017. It acknowledges the importance of a continued dialogue between researchers and decision-makers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2018-2020 European Higher Education Area (EHEA) priorities. The Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC) has already established itself as a landmark in the European higher education environment. The two previous editions (17-19 October 2011, 24-26 November 2014), with approximately 200 European and international participants each, covering more than 50 countries each, were organized prior to the Ministerial Conferences, thus encouraging a consistent dialogue between researchers and policy makers. The main conclusions of the FOHE Conferences were presented at the EHEA Ministerial Conferences (2012 and 2015), in order to make the voice of researchers better heard by European policy and decision makers. Chronicles the rise and decline of Ontario universities from the halcyon 1960s to the Common Sense Revolution through the history of its planning association, the Council of Ontario Universities. Collective Autonomy: A History of the Council of Ontario Universities, 1962-2000 is the first full-length account of an organization that has played a major role in the development of the university system in Ontario. Edward J. Monahan served as the council’s chief executive officer for over fifteen years. This is his insider’s account, enhanced by archival material, of the key role the universities played in planning the high academic quality of the Ontario provincial university system. Collective Autonomy traces the evolution of Ontario universities over a period of forty years, from the halcyon days of the 1960s, during which massive injections of public funds transformed these institutions from ivory towers to public utilities, through the 1970s and ’80s when universities were downgraded as a government spending priority and problems began to develop. It concludes by looking at the problems created by the “Common Sense Revolution” and the resulting severe cutbacks in government grants to universities. It chronicles the efforts of the universities to preserve their autonomy while expanding their service to the common good, and their efforts to maintain the delicate balance between university autonomy and public accountability.

Higher education is increasingly unable to engage usefully with global emergencies, as its functions are repurposed for value. Discourses of entrepreneurship, impact and excellence, realised through competition and the market, mean that academics and students are increasingly alienated from themselves and their work. This book applies Marx’s concept of alienation to the realities of academic life in the Global North, in order to explore how the idea of public education is subsumed under the law of value. In a landscape of increased commodification of higher education, the book explores the relationship between alienation and crisis, before analysing how academic knowledge, work, identity and life are themselves alienated. Finally, it argues that through indignant struggle, another world is possible, grounded in alternative forms of organising life and producing socially-useful knowledge, ultimately requiring the abolition of academic labour. In recent years, debate on the state's economic role has too often devolved into diatribes against intervention. Peter Evans questions such simplistic views, offering a new vision of why state involvement works in some cases and produces disasters in others. To illustrate, he looks at how state agencies, local entrepreneurs, and transnational corporations shaped the emergence of computer industries in Brazil, India, and Korea during the seventies and eighties. Evans starts with the idea that states vary in the way they are organized and tied to society. In some nations, like Zaire, the state is predatory, ruthlessly extracting and providing nothing of value in return. In others, like Korea, it is developmental, promoting industrial transformation. In still others, like Brazil and India, it is in between, sometimes helping, sometimes hindering. Evans's years of comparative research on the successes and failures of state involvement in the process of industrialization have here been crafted into a persuasive and entertaining work, which demonstrates that successful state action requires an understanding of its own limits, a realistic relationship to the global economy, and the combination of coherent internal organization and close links to society that Evans called "embedded autonomy."

This volume contains speeches and papers given at the International Conference on Academic Freedom and University Autonomy held in Sinaia, Romania, May 5-7, 1992. Section 1 contains introductory addresses by Federico Mayor, Maitland Stobart, Hinrich Seidel,and Walter Kamba. Section 2 contains 18 papers that address connotations and challenges of academic freedom and university autonomy.
