Book Description
Excerpt from United States Government Publications Monthly Catalogue, Vol. 7 The Board on Geographic Names grew out of the want of uniformity in the use of names of localities by the several bureaus of the Government charged with the production of charts and maps relating not only to the United States, but involving in some instances the geography of the whole world. It was found "that in no department or bureau was there anything like a system of nomenclature, the geographical names adopted being rather the result of accident than otherwise, one authority being accepted in one bureau at one time, while that of others was entirely different." The board consists of representatives from the Coast Survey, the Department of State, the Treasury, War, Navy, and Post Office Departments, the Smithsonian Institution and the Geological Survey. Prof. T. C. Mendenhall, Superintendent of the Coast and Geodetic Survey, is Chairman, and Lieut. Richardson Clover, Hydrographer of the Navy Department, the Secretary of the Board. While its functions are purely governmental, and its decisions binding on Government officers only, it is probable that its conclusions will be quite generally accepted. The first Bulletin contains a list of 226 corrected names. An important report on sewerage, with more especial reference to the District of Columbia, has been made by a board of sanitary engineers, consisting of Mr. Rudolph Hering, Mr. S. M. Gray, and Mr. F. P. Stearns, who were appointed by the President, under authority of Congress. One of the outgrowths of the recent irrigation controversy in Congress was an investigation to determine the proper location of artesian wells within the area of the 97th meridian and east of the Rocky Mountains. The Secretary of Agriculture has submitted a voluminous report on the subject, which Congress ordered printed. The Department of Agriculture has issued a special report on the diseases of the horse, prepared under the direction of Dr. Salmon. The work seems to be in high favor in Congress; the House having passed a resolution to print 100,000 copies, afterwards reduced by the Senate to 50,000. Book Description
Excerpt from United States Government Publications; A Monthly Catalogue, Vol. 2 The number of separate publications issued from the Government Printing Office during the year 1886, was 8,562, including the Reports made to Congress by its Committees and by the Executive Departments, and excluding Bills and Resolutions. The number of copies of all publications printed during the fiscal year 1885-'86, was 34,486,926, at a cost, including engraving and binding, of $1,038,449, or an average of three cents per copy. This remarkable statement would not seem to warrant the belief that extravagant methods prevail in the administration of the Government Printing Office. That a considerable amount of the material printed is ultimately worthless is quite true, but it is not always possible to determine in advance the probable demand for an official document. The cost of the wasted material is largely offset by the increased cost that would be incurred in reprinting such documents as in special exigencies might be required. The supply of important publications seldom equals the demand. Of course the "demand" exists to a larger extent under the system of free distribution than it would if it were known that the supply was limited to the absolute requirements of legislation. If beyond this requirement, and a sufficient number to cover a generous free distribution to public libraries, a small edition of every publication were printed for the use of the public, to be supplied at cost price, and publication officially announced it is not at all likely that one-quarter of the "extra" copies now ordered printed would ever be needed. What publishing house would think of printing an edition of 20,000 copies of a scientific or, with rare exceptions, even an historical work? And why should the Government?
