This thesis researches the United Nations institutional discourse in the 65th UN General Debate: how the members of the UN talk in and about the UN, and how such discourse in turn collectively reproduce what the UN is and/or should be. The primary data used for the study are the political speeches delivered by the UN Secretary-General Ban Ki-moon, the President of the 65th session of the General Assembly Joseph Deiss, as well as the heads of states and governments of UN Member States, at the 65th General Debate during 23-30 September 2010. The study uses an integrated theoretical and methodological approach, informed by the scholars of the ethnography of speaking, literary and social theories, cognitive psychology, and critical discourse analysis. Political speeches here are understood as both the means and the outcome of socialization among state leaders and the UN officials, in their practice of membership to the “family of nations.” Through their contextual and textual analyses, the study demonstrates how some of the most representational political speeches of today’s international relations — while often arguing contested agenda — together shape the institutional reality of the UN in which they take place. In conclusion, the study argues that a critical approach to interpret political speeches will benefit the public audience in better understanding the UN as an institution and in strengthening and refining their “voice” as members of the international community.

Reclaiming Constitutionalism articulates an argument for why the constitutional phenomenon remains attached to the state – despite the recent advent of theories of global constitutionalism. Drawing from the idea that constitutionalism historically sought to build social consensus, this book argues that the primary aim of constitutionalism is to create social peace and to shield, rather than to limit, the power of political elites in any given state. Implicit in the effort to preserve social peace is the fundamentally important acknowledgement of social conflict. Constitutionalism seeks to offer a balance between opposing social forces. However, this balancing process can sometimes ignite, rather than appease, social conflict. Constitutionalism may thus further a project of social struggles and emancipation, for it incorporates within its very nucleus the potential for an agonistic version of democracy. In light of the connection between social conflict and constitutionalism, this book explores the conditions for and locations of the former. From the state and the EU to the global level, it considers the role of citizenship, national identities, democracy, power, and ideology, in order to conclude that the state is the only site that satisfies the prerequisites for social conflict. Reclaiming constitutionalism means building a discourse that opens up an emancipatory potential; a potential that, under current conditions, cannot be fulfilled beyond the borders of the state.

Can multilateral treaties succeed in transforming conduct when they are rejected by the most powerful states in the international system? In the past two decades, coalitions of middle-power states and transnational civil society groups have negotiated binding legal agreements in the face of concerted opposition from China, Russia, andmost especiallythe United States. These instances of a so-called 'new diplomacy' reflect a deliberate attempt to use the language of international law to bypass great power objections in establishing new global standards. Yet critics have frequently derided such treaties as utopian and counter productive because they fail to include those states allegedly most capable of effectively managing complex international cooperation. Thus far no study has offered a systematic, comparative study of the promise, and limits, of multilateralism without the great powers. Norms Without the Great Powers addresses this gap through the presentation of a novel theoretical account and detailed empirical evidence regarding the implementation of two archetypal cases, the antipersonnel Mine Ban Treaty and International Criminal Court. Both treaties have substantially reshaped expectations and behaviour in their respective domains, but with important variation in the extent and breadth of their impact. These findings provide the impetus for assessing the prospects for similar strategies on other topics of contemporary global concern. This book offers a timely addition to the dynamic and growing literature on the practice and consequences of international governance and should appeal to academics, civil society experts, and foreign policy practitioners working in fields such as security, human rights, and the environment.

NGOs have proliferated in number and become increasingly influential players in world politics in the past three decades. From the 1970s, with the access of social movements and private NGOs to local and international institutions, NGOs have enjoyed an opening to bring impact global policy debates. Yet NGOs find themselves highly constrained in bringing their material and epistemic resources to bear in the security arena where their activities normally must be authorized by states, or international organizations acting with authority delegated from states. They also find their activities, particularly in the security arena come frequently under attack as lacking accountability or lacking legitimacy, as NGOs are self-appointed private actors, often representing only themselves, they are seen by many as self-appointed meddlers in transnational affairs, This book provides a comprehensive and accessible analysis whether, or the extent to which, NGOs can contribute as private actors to authoritative governance outcomes in the security realm, and thereby help mitigate armed violence by plugging governance gaps in this arena that state actors, or international governmental organizations (IGOs) either neglect, or can better address with NGO assistance.
