Foreign and security policy have long been removed from the political pressures that influence other areas of policymaking. This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. Many scholars, intentionally or unintentionally, have entangled constructivisms and critical theories in problematic ways, either by assigning a critical-theoretical politics to constructivisms or by assuming the appropriateness of constructivist epistemology and methods for critical theorizing. IR's Last Synthesis? makes the argument that these connections mirror IR's grand theoretical syntheses of the 1980s and 1990s and have similar constraining effects on the possibilities of IR theory. They have been made without adequate reflection, in contradiction to the base assumptions of each theoretical perspective, and to the detriment of both knowledge accumulation about global politics and theoretical rigor in disciplinary IR. It is not that constructivisms and critical theories have no common ground; rather, the fact that it has become routine for IR scholars to overstate their common ground is counterproductive to the discovery and utilization of their potential dialogues. To that end, IR's Last Synthesis? argues that scholars using the two in conjunction should be cognizant of, rather than gloss over, the tensions between the approaches and the tools they have to offer. Along these lines, the book uses the concept of affordances to look at what each has to offer the other, and to argue for a modest, reflective, specified return to (constructivist and critical) IR theorizing. By rejecting its over-simple syntheses, this book hews a road toward reviving IR theorizing.

This book explores the uses of the past in foreign policy-making. It outlines why and how political leaders refer to historical events in contemporary foreign policy discourses; the goals they hope to achieve; and the sometimes unintended foreign policy consequences of their (ab)use of historical memory. Furthermore, it looks at how political leaders shape domestic collective memories in pursuit of their international agendas, and highlight historical events leaders forget, reinterpret or obscure through selective narratives. The chapters explore a variety of theoretical concepts that shed light on how memory and foreign policy are linked in a complex and reciprocal way. The following mechanisms are discussed: the application of historical analogies; the construction of historical narratives; the creation of memory sites; the marginalisation and forgetting of the past; and the securitisation of historical memory. Through the use of a number of methodological approaches (such as discourse analysis, narrative analysis and content analysis of securitising moves) and a broad range of qualitative and quantitative data (newspaper articles, policy documents, commemorative speeches, interviews with policymakers and the observation of memory sites), the contributions highlight the interdependence of the international, national, regional and local dimensions of memory practices and history writing. Although they mostly focus on national case studies of foreign policy-making, they also reveal how representations of historical events evolve through interaction between political actors at the international level of analysis. The collection originated in the section entitled ‘Exploring the Link between Historical Memory and Foreign Policy’ at the annual Pan-European Conference of the European International Studies Association (EISA) 2018 held in Prague, the Czech Republic.

Marking a constructivist turn in Africa-China scholarship, this book explores African constructions of China. Using Ghana and Kenya as case studies, the book outlines the role of diverse state and non-state actors in defining what China represents to the region, and how it compares to Western powers. Resisting Sino- and state-centric analysis of China-Africa relations, this book emphasises the importance of African agency in shaping the discourse. The book demonstrates that the identity construction of a foreign state such as China takes place both at the international level, and at a domestic, intrastate level. Domestic constructions of China in Ghana and Kenya reflect internal tensions about future directions for African political and socio-economic development, and these constructions in turn help to justify government policies towards China. The book concludes by questioning the idea of a straightforward win-win relationship, and suggests that exploitative, hierarchical relations conventionally associated with North-South interactions may continue in South-South relations.
