The Pergau dam in Malaysia was the most controversial project in the history of British aid. Because of its high cost, it was a poor candidate for aid funding. It was provided in part to honour a highly irregular promise of civil aid in connection with a major arms deal. After two parliamentary inquiries and intense media coverage, in a landmark judgement the aid for Pergau was declared unlawful. Tim Lankester offers a detailed case study of this major aid project and of government decision-making in Britain and Malaysia. Exposing the roles played by key politicians and other stakeholders on both sides, he analyses the background to the aid/arms linkage, and the reasons why the British and Malaysian governments were so committed to the project, before exploring the response of Britain’s Parliament, and its media and NGOs, and the resultant legal case. The main causes of the Pergau debacle are carefully drawn out, from conflicting policy agendas within the British government to the power of the business lobby and the inability of Parliament to provide any serious challenge. Finally, Lankester asks whether, given what was known at the time and what we know now, he and his colleagues in Britain’s aid ministry were correct in their objections to the project. Pergau is still talked about as a prime example of how not to do aid. Tim Lankester, a key figure in the affair, is perfectly placed to provide the definitive account. At a time when aid budgets are under particular scrutiny, it provides a cautionary tale.

Interventions on behalf of Armenia and Armenians have come to be identified by scholars and practitioners alike as defining moments in the history of humanitarianism. The Government recognises that aid spending has sometimes been controversial at home because people want to know that it is squarely in the UK's national interest. Recent crises have proved, though, why aid is so important for us as well as for the countries we assist. The 2015 Spending Review is therefore being used to fundamentally review how this budget is spent. Spending will be shaped according to four strategic objectives. The strategy sets out how, as a result of the new approach, we will: allocate 50% of all DFID's spending to fragile states and regions; increase aid spending for the Syrian crisis and the related region; end all traditional general budget support - so we can better target spending; use an expanded cross-government Conflict, Stability and Security Fund (CSSF) to underpin our security objectives by supporting the international work of the National Security Council (NSC); create a £500 million ODA crisis reserve to allow still greater flexibility to respond to emerging crises such as the displacement of Syrian refugees; fund a new £1 billion commitment to global public health (the "Ross Fund") which will fund work to tackle the most dangerous infectious diseases, including malaria. The fund will also support work to fight diseases of epidemic potential, such as Ebola, neglected tropical diseases, and drug resistant infections; and use a new cross-government Prosperity Fund, led by the NSC, to drive forward our aim of promoting global prosperity.

The former Secretary of State for International Development, the Rt Hon Andrew Mitchell MP, stopped payment of general budget support to Rwanda in July 2012.This was because of concerns about the role of Rwanda in the M23 rebellion in the Democratic Republic of the Congo. In September he re-instated half the aid as general budget support, and paid the other half directly to the education and agricultural sectors. Although there were concerns about the decision making process and whether the decision was correct. Mr Mitchell assured the Committee that he carried out consultations within the both Governments of the UK and Rwanda before making his decision. The new Secretary of State agreed that the decision-making process had been robust.As part of this process, the Prime Minister set out three conditions for the restoration of aid which the Committee believe to be reasonable and consistent with the aid agreement between the UK and Rwanda Governments. These were 1) Rwanda should engage constructively in the peace process, 2) it should publicly condemn the M23 Group and 3) there should be continuing ceasefire in the Kivus and practical support to the M23 should end.Among the main conclusions are : in the light of Rwanda's progress towards the Millennium Development Goal targets and its poverty reduction efforts, DFID should continue to provide aid to Rwanda; but as the Prime Minister's conditions have not been met, general budget support cannot continue; The Government of Rwanda should comply with all three of the Prime Minister's conditions before further general budget support is disbursed; Until then, DFID should consider alternative channels to deliver its aid.

The Environmental Audit Committee states that the UK should only provide funding for multilateral institutions with strong environmental credentials. The current scale of the World Bank's lending to fossil fuel powered energy generation is unacceptable and the Committee urges the Government to be prepared to vote against new World Bank funding for high emissions coal-fired power stations. The profile of climate change has increased hugely but there is far less awareness of the importance of protecting biodiversity and ecosystems. The Committee believes that the Department for International Development (DFID) needs to publish a clear strategy on its approach to environmental issues to ensure that it gives them sufficient priority in its programmes and expenditure. Every effort must be made to help emerging economies leap-frog fossil fuels and fuel their growth with clean energy instead. High levels of consumption in the UK increases demand on production in poor countries which leads to degradation of their natural resources. The report calls on the UK Government to ensure that economic activity in Britain does not cancel out, or even reverse, the positive impact that UK aid is having overseas.
