Book Description
The technologies of information and communications and their application are becoming central issues for all governments trying to achieve long-run growth and international competitiveness. This country study provides a comprehensive analysis of the role of informatics in economic development and examines Turkey's efforts to develop its capacity in those areas. During the 1980s, Turkey laid the foundation for its transition to an information-based economy by liberalizing finance and investment regulations and by reducing barriers to competition. Tariffs on computer equipment were slashed, and the government embarked on a program of investment in the communications system. Investors responded, particularly in the finance and travel sectors and in select operations of large corporations. But the largest consumer of these technologies is still the Turkish government. And gains in productivity expected from modernization have not yet been widely evident. This study says that the most effective policy to promote an information-based economy is a commitment to open competitive markets. The major factor in that commitment is building up an educated workforce. Although Turkey's performance in this area is better than most developing countries', this report contends it needs to do more to meet its goal of full participation in the new era of informatics. The study contains cross-country comparative data throughout the book and in annexes.

Book Description
For the last three decades, Uganda has been one of the fastest growing economies in Africa. Globally praised as an African success story and heavily backed by international financial institutions, development agencies and bilateral donors, the country has become an exemplar of economic and political reform for those who espouse a neoliberal model of development. The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformation. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the New Uganda, one which confronts the often sanitised and largely depoliticised accounts of the Museveni government and its proponents. Harnessing a wealth of empirical materials, the contributors offer a critical, multi-disciplinary analysis of the unprecedented political, socio-economic, cultural and ecological transformations brought about by neoliberal capitalist restructuring since the 1980s. The result is the most comprehensive collective study to date of a neoliberal market society in contemporary Africa, offering crucial insights for other countries in the Global South.

Book Description
The negative legacy of the British empire is often thought of in terms of war and economic exploitation, while the positive contribution is associated with the establishment of good governance and effective, modern institutions. In this new analysis of the end of empire in Uganda, Spencer Mawby challenges these preconceptions by explaining the many difficulties which arose when the British attempted to impose western institutional models on Ugandan society. Ranging from international institutions, including the Commonwealth, to state organisations, like the parliament and army, and to civic institutions such as trade unions, the press and the Anglican church, Mawby uncovers a wealth of new material about the way in which the British sought to consolidate their influence in the years prior to independence. The book also investigates how Ugandans responded to institutional reform and innovation both before and after independence, and in doing so sheds new light on the emergence of the notorious military dictatorship of Idi Amin. By unpicking historical orthodoxies about 20th-century imperial history, this institutional history of the end of empire and the early years of independence offers an opportunity to think afresh about the nature of the colonial impact on Africa and the development of authoritarian rule on the continent.
