On April 29, 2011, the first Syrian refugees crossed the border into Turkey. Two years later, the country hosts some 600,000 Syrian refugees—200,000 of them living in 21 refugee camps with an additional 400,000 living outside of the camps (see charts 1 and 2 below). These estimates, reported by both the Turkish government and the Office of the UN High Commissioner for Refugees (UNHCR), are conservative. Indeed, officials working directly with refugees on the ground suggest that the number living outside of the camps may be as high as 800,000. These numbers are increasing: according to United Nations (UN) estimates, Turkey will be home to one million Syrians by the end of 2013. Syrians have fled to Turkey in search of safety from a horrific conflict, leaving behind loved ones, jobs and property. Syrians from all walks of life - doctors and housewives, civil servants and farmers, the very old and the very young - have poured across the Turkish border. The Turkish people and the government, mainly through the Prime Ministry’s Disaster and Emergency Management Presidency (AFAD), responded generously to the refugees, offering them sanctuary and hospitality. But as the conflict intensifies – with no end in sight – and as the resources of the Turkish government and society are stretched thin, questions arise about the limits of Turkey's hospitality. The continued deterioration of the situation inside Syria is putting enormous pressures on Turkey’s ability to manage the refugee situation within its borders as well as its capacity to ensure the continued flow of humanitarian assistance into Syria. This policy brief is based on a joint Brookings-USAK research trip to the border region by Elizabeth Ferris, Kemal Kirişci, Vittoria Federici, Osman Bahadır Dinçer, Sema Karaca and Elif Özmenek Çarmıklı and interviews conducted in Istanbul, Ankara, Gaziantep, Kilis and Hatay. It also draws from a joint Brookings-USAK seminar held in Ankara on 25 October 2013 which brought together some 45 participants from the Turkish government, civil society, national and international NGOs, international organizations and academic researchers. The authors hope that this policy brief will be helpful to both the Turkish government and civil society organizations and to international actors seeking to aid Syrian refugees and internally displaced persons (IDPs). The impact of the Syrian refugee influx on Turkey is significant and deserves more attention from the international community. Most of all, the authors hope that political solutions are found that will bring an end to the massive displacement of the Syrian people.

Since the start of the conflict in Syria in 2011, Syrian refugee children have withstood violence, uncertainty, fear, trauma and loss. This book follows their journeys by bringing together scholars and practitioners to reflect on how to make their situation better and to get this knowledge to as many front liners - across European and neighbouring countries in the Middle East - as possible. The book is premised on the underlying conception of refugee children as not merely a vulnerable contingent of the displaced Syrian population, but one that possesses a certain agency for change and progress. In this vein, the various contributions aim to not just de-securitize the ‘conversation’ on migration that frequently centres on the presumed insecurity that refugees personify. They also de-securitize the figure and image of the refugee. After the start of the Syrian Civil War in 2011–12, increasing numbers of civilians sought refuge in neighboring countries. By May 2017, Turkey had received over 3 million refugees — the largest refugee population in the world. Some lived in government-run camps near the Syrian border, but many have moved to cities looking for work and better living conditions. They faced problems of integration, income, welfare, employment, health, education, language, social tension, and discrimination. In order to develop sound policies to solve these interlinked problems, a good understanding of refugee dynamics isnecessary. This book summarizes the most important findings of the Data for Refugees (D4R) Challenge, which was a non-profit project initiated to improve the conditions of the Syrian refugees in Turkey by providing a database for the scientific community to enable research on urgent problems concerning refugees. The database, based on anonymized mobile call detail records (CDRs) of phone calls and SMS messages of one million Turk Telekom customers, indicates the broad activity and mobility patterns of refugees and citizens in Turkey for the year 1 January to 31 December 2017. Over 100 teams from around the globe applied to take part in the challenge, and 61 teams were granted access to the data. This book describes the challenge, and presents selected and revised project reports on the five major themes: unemployment, health, education, social integration, and safety, respectively. These are complemented by additional invited chapters describing related projects from international governmental organizations, technological infrastructure, as well as ethical aspects. The last chapter includes policy recommendations, based on the lessons learned. The book will serve as a guideline for creating innovative data-centered collaborations between industry, academia, government, and non-profit humanitarian agencies to deal with complex problems in refugee scenarios. It illustrates the possibilities of big data analytics in coping with refugee crises and humanitarian responses, by showcasing innovative approaches drawing on multiple data sources, information visualization, pattern analysis, and statistical analysis.It will also provide researchers and students working with mobility data with an excellent coverage across data science, economics, sociology, urban computing, education, migration studies, and more.

This book is a collection of selected papers presented at the 3rd Turkish Migration Conference (TMC). TMC 2015 was hosted by Charles University Prague, Czech Republic from 25 to 27 June 2015. The TMC 2015 was the third event in the series that we were proud to organise and host at Charles University Prague. This selection of papers presented at the conference are only a small portion of contributions. Many other papers are included in edited books and submitted to refereed journals in due course. There were a total of about 146 papers by over 200 authors presented in 40 parallel sessions and three plenary sessions at Jinonice Campus of Charles University Prague.
