Government of Peace addresses a major question in world politics today: how does post-colonial democracy produce a form of governance that copes with conflicts, insurgencies, revolts, and acute dissents? The contributors view social governance as a crucial component in answering this question and their narratives of governance aim to show how certain appropriate governing modes make social conflicts more manageable or at least also occasions for development. They show how government often expands to cope with acute conflicts; money is made more readily available; the transfer of resources acquires frantic pace; and so society becomes more attuned to a money-centric, modern life. Yet this style of governance is not the only approach. Dialogues from below challenge this accepted path to peacebuilding and new subjectivities emerge from movements for social justice by women, migrants, farmers, dalits, low-caste, and other subaltern groups. The idea of a government of peace sits at the core of the interlinked issues of social governance, peace-building, and security. This book explores the idea, psychology and political geography of Northeast India as forged by two interrelated but autonomous meta-narratives. First, the politics of conflict inherent in, and therefore predetermined by physical geography, and second, the larger geopolitics that was unfolding during the colonial period. The art of successful negotiations over protracted conflicts presupposes a political commitment to peace and a willingness to compromise, which are sorely lacking in the current disorderly world. Part of the blame for this lies in weak and ineffective national and global leadership. This book’s sharp focus on the role of leadership at different levels—national government, rebel and Western/regional government mediators—as well as that of the UN and non-governmental players in settling intra-state disputes, is a unique feature which sets it apart from others. Much of the existing literature does not adequately discuss the role of the above actors in developing countries. Asia’s Trouble Spots is a serious attempt to fill this gap. The seven country studies in Asia—Myanmar, Indonesia, Philippines, Thailand, Sri Lanka, India and China—discuss, inter alia, how peace negotiations between national political and rebel leaders have unfolded. The role of state-sponsored cross-border terrorists and non-state spoilers such as Al-Qaeda and ISIS is addressed in the context of geopolitical rivalry among regional and global powers. A. S. Bhalla challenges the view that Western leaders can act as impartial mediators in intra-state and inter-state disputes. With few exceptions, their record has been dismal at best. Their failure in conflict resolution arises from a loss of moral authority and credibility, which follows the gradual erosion over the years of such liberal values as the rule of law and respect for democracy and human rights. Commercial and strategic self-interests have also tended to undermine peacebuilding efforts.

The rise of Pakistan-backed religious extremist groups in Afghanistan, India, and Central Asia has focused international attention on Pakistan’s premier intelligence organization and covert action advocate, the Inter-Services Intelligence Directorate or ISI. While ISI is regarded as one of the most powerful government agencies in Pakistan today, surprisingly little has been written about it from an academic perspective. This book addresses critical gaps in our understanding of this agency, including its domestic security mission, covert backing of the Afghan Taliban, and its links to al-Qa’ida. Using primary source materials, including declassified intelligence and diplomatic reporting, press reports and memoirs, this book explores how ISI was transformed from a small, negligible counter intelligence outfit of the late-1940s into the national security behemoth of today with extensive responsibilities in domestic security, political interference and covert action. This study concludes that reforming or even eliminating ISI will be fundamental if Pakistan is to successfully transition from an army-run, national security state to a stable, democratic society that enjoys peaceful relations with its neighbours.
