Regime change in Libya (2011) and Iraq (2003) catapulted a host of sub-state actors to the fore, including tribes, which have emerged as influential political, security and social actors. But despite this increased role and visibility, tribes remain poorly understood. Often mistakenly associated with the 'periphery' or with 'pre-national' or 'pre-modern' forms of political organisation, they are routinely portrayed as the antithesis of the state. Yet tribes--the Middle East's oldest, most enduring and most controversial social entities--have proved able to adapt and evolve, entering into mutually beneficial relationships with various regimes. Based on interviews with tribal sheikhs, tribal representatives and other stakeholders, Alison Pargeter traces the role of the tribe in Libya and Iraq from the revolutionary nationalist period into the fraught transitions that followed. We no longer inhabit a world governed by international coordination, a unified NATO bloc, or an American hegemon. Traditionally, the decline of one empire leads to a restoration in the balance of power, via a struggle among rival systems of order. Yet this dynamic is surprisingly absent today; instead, the superpowers have all, at times, sought to promote what Jason Pack terms the 'Enduring Disorder'. Established in June 2014, New-Med is a research network of Mediterranean experts and policy analysts with a special interest in the complex social, political, cultural and security-related dynamics that are unfolding in the Mediterranean region. The network is developed by IAI, in cooperation with the OSCE Secretariat in Vienna, the Compagnia di San Paolo of Turin, the Italian Ministry of Foreign Affairs and International Cooperation, and the German Marshall Fund (GMF) of the United States. At the core of the New-Med activities stands the need to rethink the role of multilateral, regional and sub-regional organisations, to make them better equipped to respond to fast-changing local and global conditions and to address the pressing demands coming from Mediterranean societies all around the basin. This volume examines the goals and prospects of the OSCE’s growing engagement in the Mediterranean region and, more specifically, with the OSCE’s six Mediterranean Partners for Cooperation (Algeria, Egypt, Israel, Jordan, Morocco and Tunisia). Recent outbursts of sectarian and ethnic violence in Iraq have made many observers question the viability of the state itself. It is said that due to the artificiality of the state and a lack of deep-seated political institutions, Iraqi politics is doomed to endlessly revert back to primordialism. Political parties are mere facades for the real intention of pursuing ethno-sectarian interests, the argument goes. But the present situation has largely been caused by Saddam Hussein's infamous rule over the past three decades, combined with the plight of international sanctions. Before Saddam's ascent to power in the late 1970s, however, the Iraqi political spectrum was full of political parties operating from ideological platforms. The largest, and arguably most important of these groups, was the Iraqi Communist Party (ICP). The ICP stands out as the only true cross-sectarian party in Iraqi history, drawing support from all of Iraq's diverse communities. From its inception in 1934, it continuously fought the various regimes in power and endeavoured to spread communist ideology throughout Iraq. At times the party achieved considerable success in this regard, although ultimately never able to seize power. Red Star over Iraqanalyses the twists and turns of the ICP from its inception until its ultimate demise as a significant political force at the hands of Saddam in 1979.
