Book Description
This report follows an earlier AASHTO report for the National Surface Transportation Policy and Revenue Study Commission (the Commission) entitled State DOT Performance Management Programs: Select Examples, published in June 2007. It examined performance-based surface transportation program approaches currently being implemented at some of the state DOTs around the country. Building on that primer, this report describes the basic principles involved in applying performance measurement to the state budgeting and program delivery process, and profiles how 11 states have applied these principles to improve performance and accountability.

Book Description
TRB's National Cooperative Highway Research Program (NCHRP) has released a pre-publication version of NCHRP Research Report 920: Management and Use of Data for Transportation Performance Management: Guide for Practitioners that provides practical guidance to transportation agencies to help improve their use of data for performance management. Recent federal legislation has established requirements for agencies to set performance targets and report on safety, pavement and bridge conditions, transit asset state of good repair, system performance, freight, and mobile source emissions. These requirements have resulted in increased visibility and attention to Transportation Performance Management (TPM) and increased awareness of the importance of data within that process. Transportation agencies are recognizing that the value of performance management goes far beyond meeting federal requirements; NCHRP Report 920 will assist agencies to make visible progress in meeting their objectives. The guidance is organized around six data life-cycle stages and includes a discussion of what is involved in implementing each step and some of the critical choices to be made; a synthesis of key points in the form of "Dos and Don'ts" checklists that can be used to assess agency capabilities and identify opportunities for improvement; and illustrative examples. While this guide draws on many examples related to the federally defined TPM areas (safety, pavement, bridge, and system performance), it does not provide official guidance for MAP-21/FAST Act target setting or reporting. It provides a framework for assessing current data management practices and a source of ideas for practice improvement. Its purpose is to promote practices that will enable agencies to go beyond meeting reporting requirements, to get valuable insights from data that can be used to boost agency results.

Book Description
This textbook provides an introduction to the concept of sustainability in the context of transportation planning, management, and decision-making. The book is divided into two parts. In the first part, indicators and frameworks for measuring sustainable development in the transportation sector are developed. In the second, the authors analyze actual planning and decision-making in transportation agencies in a variety of governance settings. This analysis of real-world case studies demonstrates the benefits and limitations of current approaches to sustainable development in transportation. The book concludes with a discussion on how to make sustainability count in transportation decision-making and practice.

Each track consisted of a plenary session followed by three concurrent breakout sessions. These proceedings follow the conference format, with the plenary sessions and the breakout sessions for each of the five tracks presented in chronological order. The breakout sessions and the closing session gave participants the opportunity to provide ideas and suggestions on further research, technology transfer, and training. Research topics identified for potential consideration are listed in the section on concluding remarks. The conference also featured an interactive poster session. Summaries provided by the poster authors are presented in Appendix A. The conference attracted 130 participants from Canada, Germany, Japan, the Netherlands, South Africa, and the United States, and featured transportation specialists who offered real-world expertise on the application of performance metrics and case studies.

Book Description
ICF International and the U.S. Department of Transportation (USDOT), Federal Highway Administration (FHWA), and Federal Transit Administration (FTA), along with experts from the transportation industry, collaborated to produce the Performance-Based Planning and Programming Guidebook. Over the past two decades, transportation agencies have increasingly applied performance management-a strategic approach that uses performance data to support decisions to help achieve desired performance outcomes. Performance-based planning and programming (PBPP) refers to the application of performance management within planning and programming processes of transportation agencies to achieve desired performance outcomes for the multimodal transportation system. This guidebook describes the PBPP process and provides examples of effective practices to help practitioners advance these approaches in their own planning and programming activities.
