- What is "benchmarking"? - Can this approach be useful to policy makers? - What lessons can be drawn at a national and international level for policy makers? Answering these questions was the objective of the Conference which took place on 22-23 November 1999 and was organised by the European Commission and the ECMT. This publication brings together the acts of the conference. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector.
