We all know that networks are fundamental prerequisites for prosperity and production. Transportation and communication are indispensible to society, they are the elements which bind all economic systems together. Without networks and communica tion all social and economic life will be reduced to isolated phenomena. Therefore, transportation can't be assessed in the same way as other services. A smoothly functioning system of communications is also a prerequistite for social and economic integration between separate geographical regions. The modernization of the infrastructure is therefore an urgent task and a precondition for carrying out the whole of Europe's ambitious political, economic and social agenda. Since the need for communication and transportation does not know any national borders, the functioning of the networks needs to be adopted to this new economic and political geography. Congestions of cities, highways, railroads, airways and tele communications must be tackled, if precious working, commuting and leisure time is not to be wasted and heavy burdens on the environment avoided. European traffic, is for example, expected to double within the next twenty years. "Four years after the European Commission adopted its Transport White Paper, CEPS formed a Task Force of experienced practitioners to review European transport policy. The members of this Task Force are now publishing their findings and conclude that numerous challenges remain in the European transport arena. The release of this report is timed to coincide with the forthcoming mid-term review by the Commission of EU progress towards a single market for transport. Until recently, EU transport policy has been firmly wedded to the twin ideas of "decoupling' transport from economic growth and encouraging a 'modal shift' from road to rail, especially for freight transport. With economic growth in the doldrums and an urgent need to reinvigorate the Lisbon strategy, however, many now believe that transport policy should play a central role in the process of enhancing European competitiveness. While progress has been made towards a coherent, EU-wide road transport policy, less has been achieved for rail, air and sea in recent years. The CEPS transport group sees future transport demand set to grow more strongly than anticipated due to internal market reforms and globalisation. If this growth materialises, rather than favouring rail, all transport modes and technological options must be allowed to play their appropriate part in meeting Europe's escalating transport needs. During recent decades governments all around the world were faced with a complicated set of options for investing in transport, including transport infrastructure. This publication examines main principles for determining the most appropriate models for financing transport infrastructure expenditures but also illustrates and analyses many innovative ways to finance transport infrastructure. Financing, in this context, means the provision of money at the time and in the quantity, that is needed to meet society's transport infrastructure and transport service provision needs. Thus, financing is a basic underpinning of the entire process of providing and operating transport infrastructure. Accepting the view, that transport infrastructure is needed to provide a well-defined set of public services, at the highest-level financing the transport sector, including transport infrastructure expenditures, is fundamentally a sovereign task, which involves determining how much of the government's available (public) resources will be channelled into the transport infrastructure, during a given period, as opposed to other policy priorities. However, this report proves that this is not the case anymore. There are many other innovative ways from which transport infrastructure construction could be funded other than the government's available (public) resources.
