Sudan is a country located in northeastern Africa, bordered by Egypt to the north, Libya to the northwest, Chad to the west, Central African Republic to the southwest, South Sudan to the south, Ethiopia to the southeast, and the Red Sea to the northeast. The country is home to over 40 million people and is one of the largest in Africa in terms of land area. It is also one of the most diverse countries in terms of languages, cultures, and religions, with Arabic and Islam being predominant in the northern regions, while different African languages and religions are more prevalent in the south. Since its independence from colonial rule, Sudan has experienced widespread violence and instability, including two civil wars that lasted for several decades and resulted in the secession of South Sudan in 2011. Even after the split, Sudan still faces numerous challenges, including economic crisis, political turmoil, ongoing conflicts in Darfur and other regions, and a large number of refugees and internally displaced people. However, the country also has significant resources and potential, including oil reserves, mineral deposits, and a strategic location at the crossroads of Africa and the Middle East.

This paper focuses on Sudan’s Interim Poverty Reduction Strategy Paper (I-PRPS). I-PRSP will support existing planning and budgeting instruments, including the 3-Year Salvation Economic Program (SEP) 2012–2014 and the 5-Year Development Plan (2012–2016), by strengthening the prioritization of actions and targeting poverty. The 3-Year SEP is an emergency plan to deal with the adjustment to new political and economic realities following the decision of the South to secede. I-PRSP will also help to fine tune the preparation and implementation of the SEP and a new 5-year Plan, and provide a foundation for the full PRSP.

Transport provides access to public services for the poor, opens up trade opportunities, and maximizes the benefits of urbanization: the mobility of people and goods drives development. So how can we protect the role of transport in times of scarcer fuels, costly and harmful carbon emissions, and the rising threat of extreme weather events? This is the central question that this book seeks to answer. Turning the Right Corner: Ensuring Development through a Low-Carbon Transport Sector finds that adopting new vehicle technologies and alternative fuels will not be enough to curb greenhouse gas emissions from transport: new patterns of mobility will also be needed. In developing countries where past infrastructure investments have not yet locked in particular transport modes, there is an opportunity to contain emissions by harnessing low-emission modes of transport. The book argues that the transition to low-carbon mobility is not only urgently needed if economies are to avoid becoming locked into high-carbon growth, but is also affordable. It outlines how countries can combine policies to reduce greenhouse gas emissions with broader sector reforms that generate new fiscal resources to finance the transition in addition to carbon financing and international assistance. In early 1961, the IFO-Institut fUr Wirtschaftsforschung (Institute for Economic Research) established an "African Studies Centre" to conduct research into the economic and political problems of developing countries, with special reference to African nations south of the Sahara. Its activities are not confined to the field of economics. The emphasis is on inter-disci plinary cooperation and synthesis. Within the framework of the East Afri can Research Programme, which is supported by the Fritz Thyssen Foun dation, agricultural, sociological and legal studies have appeared or are in progress. In the field of economics, problems of economic planning are among the subjects receiving particular attention. Two issues of "Afrika Studien" deal with institutions and instruments of planning: N. AHMAD/ E. BECHER: Entwiddungsbanken und -gesellschaften in Tropisch Afrika (Development Banks and Companies in Tropical Africa), Afrika-Studien No. 1, and: R. GUSTEN/H. HELMSCHROTT: Volkswirtschaftliche Gesamtrech nungen in Tropisch Afrika (National Accounts in Tropical Africa), Afrika Studien No. 3. It is hoped that a comprehensive review of methods and results of economic planning in East Africa will be forthcoming in this series in the course of 1967. The present study was made subsequent to investigations conducted by a research team under my guidance in 1961/62; the author of this study, ROLF GUSTEN, was a member of this team.
