This paper models transnational terrorism as a three-way strategic interaction involving a government that faces armed opposition at home, which may spill over in the form of acts of terrorism by the state's opponents against the government's external sponsor. The external sponsor also utilises deterrence against potential terrorists, which only lowers terrorism if terrorists are not intrinsically motivated by a deep-seated sense of humiliation. The model highlights the importance of intrinsic motivation. A rise in the external power's preference for deterrence against terrorism may backfire in these circumstances. Increases in the government's military efficiency against the rebels, who are also terrorists against the government's sponsor, raises overall levels of violence.

Despite the vast resources and attention expended since 9/11, terrorism has increased in many societies that have been caught up in the war on terror. Why have U.S. policies been unable to stem the tide of violence? Harrison Akins reveals how the war on terror has had the unintended consequence of increasing domestic terrorism in U.S. partner states. He examines the results of U.S.-backed counterterrorism operations that targeted al-Qaeda in peripheral regions of partner states, over which their central governments held little control. These operations often provoked a violent backlash from local terrorist groups, leading to a spike in retaliatory attacks against partner states. Senior U.S. officials frequently failed to grasp the implications of the historical conflict between central governments and the targeted peripheries. Instead, they exerted greater pressure on partner states to expand their counterterrorism efforts. This exacerbated the underlying conditions that drove the escalating attacks, trapping these governments in a deadly cycle of tit-for-tat violence with local terrorist groups. This book applies game theory to the phenomenon of terrorism and investigates how the competition for support can influence the attack behavior of terror organizations. In addition, it examines the economics of terrorism. The so-called outbidding theory, which has become increasingly popular within the field of terrorism research, argues that terror groups vying for resources will engage in more and more violence to demonstrate their capabilities and commitment to their cause. This book challenges the outbidding concept by providing a game-theoretical analysis, which shows that a contest between two terror groups can be interpreted as a race for support. This interpretation may help explain why major attacks occur at all: not as a result of outbidding, but as a result of losing the race. In addition, the author shows that rivalry between terror groups does not necessarily lead to more attacks, but can result in less terrorism due to an increased probability of attack failure induced by the race. Lastly, the model is applied to the rivalry between al-Qaeda and Daesh, elaborated on with empirical evidence.
