This book examines the nature of the 1994 political transition in South Africa and its impact on post-apartheid South Africa. Specifically, it examines the failures of liberalism within the context of the transitional process that led to the institution, if not the practice, of a non-racial state in 1994. The term liberal is an eclectic term defining a several of views, political and economic. We use the term here within context, but essentially define it as a commitment to open views, the willingness to consider change, and to value basic human rights. The nature of institutional change in South Africa as it moved towards a democratic state would influence whether South Africa would succeed as a newly industrializing pluralist democratic country or collapse into yet another African failed state. As South Africa moves toward its fourth decade of majority rule, the view towards the future is much less promising than it was in 1994.

Katanga, Rhodesia, Transkei and Bophuthatswana: four African countries that, though existing in a literal sense, were, in each case, considered by the international community to be a component part of a larger sovereign state through which all official communications and interactions were still conducted. This book is concerned with the intertwined histories of these four right-wing secessionist states in Southern Africa as they fought for but ultimately failed to win sovereign recognition. Along the way, Katanga, Rhodesia, Transkei, and Bophuthatswana each invented new national symbols and traditions, created all the trappings of independent statehood, and each proclaimed that their movements were legitimate expressions of national self-determination. Josiah Brownell provides a unique comparison between these states, viewed together as a common reaction to decolonization and the triumph of anticolonial African nationalism. Describing the ideological stakes of their struggles for sovereignty, Brownell explores the international political controversies that their drives for independence initiated inside and outside Africa. By combining their stories, this book draws out the relationships between the emergence of these four pseudo-states and the fragility of the entire postcolonial African state structure.

As a result of Pretoria's 1976 imposition of independence on the "black homeland" of Transkei, its capital city, Umtata, became one of the first communities in South Africa to experience fundamental changes in the apartheid. This timely book discusses those relationships that remained unchanged, as well as the important race and class realignments that accompanied apartheid's dismantling. Walton R. Johnson shows that although the universal franchise radically altered municipal government and desegregation changed access to some public and private amenities, transformation of the basic patterns of dominance and subordinance occurred slowly. He describes how the established dominant group perpetuated key parts of the old order by guiding and manipulating a pliable new African middle class. For the mass of Africans the facade was new, he makes clear, but the underlying structures were the same: effective social and political control stayed for a long while in the hands of the white elite and few new economic opportunities opened for Africans. His chapter on personal ideologies shows how deeply cultural much of this behavior was. Providing an informed account of change and continuity in one town, Dismantling Apartheid is a compelling preview of future social relations in South Africa.
