Chronic homelessness is a highly complex social problem of national importance. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Given the significant investment HUD has made in transitional housing (TH) programs since enactment of the McKinney-Vento Homeless Assist. Act, it is important to evaluate the effectiveness of these programs. TH has been an important element of HUD¿s efforts to respond to the housing needs of homeless families and individuals through a continuum of care. This study examines whether TH makes a difference in the lives of the families it serves and whether it is more effective for some homeless people than others. This study follows 179 families in 36 TH programs within five communities for one year after leaving the program. TH programs, and certain characteristics of the programs, were found to be associated with positive outcomes. Illustrations.

Americans with changing lifestyles, nontraditional households, and special needs and interests are increasingly looking for alternatives to the single-family house, and especially for the opportunity to share housing with others for economic, social, and personal reasons. This book reviews the status of shared housing in the U.S. housing market, establishes a research and policy agenda on shared housing as a contribution to the national effort to improve housing affordability and quality, and argues for changing public policy to support it. The book consists of original essays (by Anna Hardman, Sherry Ahrentzen, Jacqueline Leavitt, Jean Butzen, Richard Biddlecombe, Patricia Baron Pollak, Peter Marris, and the editors) on topics such as shared housing in low-income households; shared housing for the elderly; single-room occupancy housing; zoning as a tool for shared housing; and problems associated with shared housing. The authors argue convincingly that current housing policy and regulations, supported by popular opinion, greatly limit the development of multiple-dwelling houses, and they make the case that shared housing can provide an attractive option for low- and moderate-income families who cannot afford suburban homes during a period of economic recession and declining expectations.

This book is the first to chronicle the story of Housing First (HF), a paradigm-shifting evidence-based approach to ending homelessness that began in New York City in 1992 and rapidly spread to other cities nationally and internationally. The authors report on the rise of a 'homeless industry' of shelters and transitional housing programs that the HF approach directly challenged by rejecting the usual demands of treatment, sobriety and housing readiness. Based upon principles of consumer choice, harm reduction and immediate access to permanent independent housing in the community, HF was initially greeted with skepticism and resistance from the 'industry'. However, rigorous experiments testing HF against 'usual care' produced consistent findings that the approach produced greater housing stability, lower use of drugs, and alcohol and cost savings. This evidence base, in conjunction with media accounts of HF's success, led to widespread adoption in the U.S., Canada, Western Europe, and Australia. The book traces the history of homelessness and the rapid growth of the publically funded homeless industry, an amalgam of religious and philanthropic organizations, advocacy groups, and non-profits that were insufficient to stem the tide of homelessness resulting from dramatic reductions in affordable housing in the 1980s and continuing to the present day. The authors summarize research findings on HF and include a chapter of personal stories of individuals who have experienced HF. Unique to this book is the participation of the founder of HF (Tsemberis) and well-known research on HF by the co-authors (Padgett and Henwood). Also unique is the deployment of theories-organizational, institutional and implementation-to conceptually frame the rise of HF and its wide adoption as well as the resistance that arose in some places. Homelessness has become a lasting issue of vital social concern. As the number of the homeless has grown, the complexity of the issue has become increasingly clear to researchers and private and public service providers. The plight of the homeless raises many ethical, anthropological, political, sociological, and public health questions. The most serious and perplexing of these questions is what steps private, charitable, and public organizations can take to alleviate and eventually solve the problem. The concept of homelessness is difficult to define and measure. Generally, persons are thought to be homeless if they have no permanent residence and seek security, rest, and protection from the elements. The homeless typically live in areas that are not designed to be shelters (e.g., parks, bus terminals, under bridges, in cars), occupy structures without permission (e.g., squatters), or are provided emergency shelter by a public or private agency. Some definitions of homelessness include persons living on a short-term basis in single-room-occupancy hotels or motels, or temporarily residing in social or health-service facilities without a permanent address. Housing the Homeless is a collection of case studies that bring together a variety of perspectives to help develop a clear understanding of the homelessness problem.
