The Philippine economy has grown rapidly since 2010, but despite this growth, poverty and inequality remain high. Two-thirds of the poor live in rural areas, and the weak performance of the agriculture sector has contributed to the slow improvement in livelihoods. The challenge for agriculture will further increase, with climate change posing a growing threat to the sector. But agricultural transformation to spur sustained growth and reduce poverty is still possible under climate change with aggressive institutional reforms and implementation of the right mix of policies and programmes. The identification of the suitable policy and programme combination requires an accurate assessment of the key drivers of agricultural growth and food security; the impacts of climate change on agriculture and the overall economy; and the effectiveness of policies for adaptation and growth. This book addresses these big issues, focusing on enhancing the adaptation capacity of the Philippine agriculture sector. It is designed to provide a much-needed base of knowledge and menu of policy options to support decision- and policymaking on agriculture, climate change, and food security. In Migrant Returns Eric J. Pido examines the complicated relationship among the Philippine economy, Manila’s urban development, and balikbayans—Filipino migrants visiting or returning to their homeland—to reconceptualize migration as a process of connectivity. Focusing on the experiences of balikbayans returning to Manila from California, Pido shows how Philippine economic and labor policies have created an economy reliant upon property speculation, financial remittances, and the affective labor of Filipinos living abroad. As the initial generation of post-1965 Filipino migrants begin to age, they are encouraged to retire in their homeland through various state-sponsored incentives. Yet, once they arrive, balikbayans often find themselves in the paradoxical position of being neither foreign nor local. They must reconcile their memories of their Filipino upbringing with American conceptions of security, sociality, modernity, and class as their homecoming comes into collision with the Philippines’ deep economic and social inequality. Tracing the complexity of balikbayan migration, Pido shows that rather than being a unidirectional event marking the end of a journey, migration is a multidirectional and continuous process that results in ambivalence, anxiety, relief, and difficulty.

In the early postwar years, the Philippines seemed poised for long-term economic success; within the region, only Japan had a higher standard of living. By the early 1990s, however, the country was dismissed as a perennial aspirant to the ranks of newly industrializing economies, unable to convert its substantial developmental assets into developmental success. Major reforms of the mid-1990s bring new hope, explains Paul D. Hutchcroft, but accompanying economic gains remain relatively modest and short-lived. What has gone wrong? The Philippines should have all the ingredients for developmental success: tremendous entrepreneurial talents; a well-educated and anglophone workforce; a rich endowment of natural resources; a vibrant community of economists and development specialists; and abundant overseas assistance. Hutchcroft attributes the laggard economic performance to long-standing deficiencies in the Philippine political sphere. The country's experience, he asserts, illuminates the relationship between political and economic development in the modern Third World. Through careful examination of interactions between the state and the major families of the oligarchy in the banking sector since 1960, Hutchcroft shows the political obstacles to Philippine development. 'Booty capitalism,'he explains, emerged from relations between a patrimonial state and a predatory oligarchy. Hutchcroft concludes by examining the capacity of recent reform efforts to encourage transformation toward a political, economic order more responsive to the developmental needs of the Philippine nation as a whole.
