Whether it comes to reconstituting the coherency of the state following armed conflict, expanding participation rights and the rule of law in emerging democracies, overcoming corrupt structures, fighting poverty and inequality, or establishing clear rules for stable market-economic competition, the requirements are enormous, and the pressure on responsible leaders is intense. After all, the quality of governance makes an essential contribution to the success or failure of transformation processes. The Bertelsmann Stiftung's Transformation Index (BTI) thus systematically places political decision-makers' steering capability at the heart of its analysis and, as a result, is the only index in the world that measures and compares the quality of governance with self-collected data. This is done in the firm conviction that the ongoing comparative study of transformation processes is invaluable for the successful design of reforms and holds enormous global potential to learn from different political strategies for steering change, even though diverse traditions, power configurations, resources and cultures necessarily make each transformation process unique. The BTI measures and compares transition processes in 129 transformation countries with data collected between 2015 and 2017 and establishes their global rating based on detailed country reports. Now in its eighth edition, it offers the opportunity to understand long-term trends and global developments through the analysis of time-series data. The spotlight on current developments is thus complemented by a decade of data that captures the most varied transformation processes and puts into perspective recent progress and setbacks on the way to democracy and a market economy.

This book examines the conditions under which new democracies succeed or fail in establishing firm and lasting civilian control of the military. David Kuehn and Aurel Croissant introduce a multi-dimensional conceptual framework to evaluate the degree of civilian control in new democracies and to trace developments over time. The theory of civilian control in new democracies that they propose integrates rationalist, structuralist, and institutionalist arguments into a coherent model to explain when, how, and through which causal mechanism new democracies succeed or fail in establishing and sustaining civilian control over the military. This theory is tested on an original dataset on civilian control over the military in 66 countries that have made the transition from authoritarian to democratic rule at least once in the period from 1974 to 2010. The study traces the effects of different degrees of civilian control on the survival and democratic quality of third wave democracies, combining large-N statistical analyses with detailed case study narratives of several countries. The book establishes a comprehensive understanding of the conditions and processes under which third wave democracies succeeded or failed in establishing firm and lasting civilian control of the military-and its consequences for the survival and quality of the new democratic structures, processes, and practices.

Transition economies, such as the countries in Southeast Europe, face an expeditious institutional transition from a centrally planned to a market economy. The state withdraws from its monitoring function, which results in institutional voids that affect the economy in general and small and medium sized enterprises (SMEs) in specific. With a qualitative case study approach Tine Schrammel develops a scheme to detect institutional voids as one source of competitive disadvantages of SMEs in transition economies. In a second step she demonstrates that specific cluster services bridge institutional voids and improve the competitive position of SMEs in environments of institutional voids. The findings add to the understanding of institutional voids and to the role of clusters in transition economies.

When Eritrea gained independence in 1991, hopes were high for its transformation. In two decades, however, it became one of the most repressive in the world, effectively a militarised "garrison state". This comprehensive and detailed analysis examines how the prospects for democracy in the new state turned to ashes, reviewing its development, and in particular the loss of human rights and the state's political organisation. Beginning with judicial development in independent Eritrea, subsequent chapters scrutinise the rule of law and the court system; the hobbled process of democratisation, and the curtailment of civil society; the Eritrean prison system and everyday life of detention and disappearances; and the situation of minorities in the country, first in general terms and then through exploration of a case study of the Kunama ethnic group. While the situation is bleak, it is not without hope, however: the conclusion focuses on opposition to the current regime, and offers scenarios of regime change and how the coming of a second republic may yet reconfigure Eritrea politically. Kjetil Tronvoll is Professor of Peace and Conflict Studies at Bjoerknes College, founding and senior partner of the International Law and Policy Institute, Oslo, and a former Professor of Human Rights at the University of Oslo; Daniel R.
