Rail transport across political boundaries has existed for a long time. But a good rail service across borders requires coordination and agreement in many fields. Numerous technical standards have to be harmonized, but beyond that a common understanding of rail's role on the transport market and agreed service concepts are necessary. However, the policy and planning objectives are often different on each side of a border. The book presents an analysis of how common ideas and projects for cross-border transport were developed in the political and planning discourse. Service concepts, tariffs and infrastructure are covered as key areas of rail transport. Cases from the late 19th century and the decades after World War II are compared. Difficulties of taking steps (back) towards a "European" rail network can be experienced even today. The aim to unite Europe on rails often stands in contrast to the technical complexity of the railways, increasing competition and diverging ideas.

What happens when Chinese American youths travel to mainland China in search of their ancestral roots, only to realize that in many ways they still feel out of place, or when mainland Chinese realize that the lives of the Chinese abroad may not be as good as they had imagined? By considering programs designed to facilitate interactions between overseas Chinese and their ancestral homelands, Andrea Louie highlights how these programs not only create opportunities for new connections but also reveal the disjunctures that now separate Chinese Americans from China and mainland Chinese from the Chinese abroad. Louie focuses on “In Search of Roots,” a program that takes young Chinese American adults of Cantonese descent to visit their ancestral villages in China’s Guangdong province. Through ethnographic interviews and observation, Louie examines the experiences of Chinese Americans both during village visits in China and following their participation in the program, which she herself took part in as an intern and researcher. She presents a vivid portrait of two populations who, though connected through family ties generations back, are meeting for the first time in the context of a rapidly changing contemporary China. Louie situates the participants’ and hosts’ shifting understandings of China and Chineseness within the context of transnational flows of people, media, goods, and money; China’s political and economic policies; and the racial and cultural politics of the United States.

Combining the information they gathered there with political-economic and institutional analysis, the five extended case studies in Citizenship across Borders offer a new way of looking at the emergent dynamics of transnational community development and electoral politics on both sides of the border. Smith and Bakker highlight the continuing significance of territorial identifications and state policies—particularly those of the sending state—in cultivating and sustaining transnational connections and practices. In so doing, they contextualize and make sense of the complex interplay of identity and loyalty in the lives of transnational migrant activists.
