The relation between China and the United States is arguably the most important bilateral relation in the world today. The U.S. and China are respectively the largest and the second largest economies in the world. The Trans-Pacific Partnership (TPP) is a big deal in the making. With the Doha Round of multilateral trade negotiations at an impasse, the TPP negotiations have taken center stage as the most significant trade initiative of the 21st century. As of December 2012, negotiators have made extensive progress in 15 negotiating rounds since the talks began in March 2010, though hard work remains to finish the deal in the coming year or so. Despite this effort, however, the TPP is not well understood. In part, the reason lies in the dynamism of the TPP initiative. Unlike other free trade pacts, the growing membership as the talks have proceeded and the broad range, complexity, and novelty of the issues on the agenda have made it difficult to track the substantive detail and progress of the talks. This Policy Analysis aims to remedy this problem by providing a reader's guide to the TPP initiative. It first assesses how much the TPP countries are alike and like-minded in their pursuit of a comprehensive trade deal. The authors argue that despite a shared continent and heritage, ambivalence has always characterized relations between the two countries-- an ambivalence stemming from differences that Americans underestimate and that Canadians overstate. Thompson and Randall begin with the century in which Canada was a pawn in the relations between the United States and Great Britain. They consider the years until World War II, during which Canada and the United States erected many of the bilateral institutions and mechanisms that govern their relationship in the twentieth century. The authors then explore the World War and Cold War alliance based on economic interest and shared anti-Communist that made Canada part of a "new American empire." The years from 1960 until 1984 most merit their sub-title Ambivalent Allies, as this continental consensus fragmented. In 1984 the relationship was restored as Canada's Conservative government embraced the United States with an ardor which stunned a Canadian body politic nurtured on the milk of anti-Americanism. Throughout CANADA AND THE UNITED STATES, the authors consider the economic and social dimensions of the relationship, from Canadian responses to the increasing weight of the U.S. cultural presence, to the archaic stereotypes in which Canadians and Americans understand each other. While Canadians have been obsessed with the United States, they conclude, Canada has been a matter of consuming disinterest to the United States public and to most of its leaders. Despite the oft-repeated platitudes about a "special relationship" between the two countries, the authors maintain that what is striking is the extent to which United States policy toward Canada conforms to U.S. policy toward the rest of the world. Since the late 1990s, the United States has funneled billions of dollars in aid to Colombia, ostensibly to combat the illicit drug trade and State Department-designated terrorist groups. The result has been a spiral of violence that continues to take lives and destabilize Colombian society. This book asks an obvious question: are the official reasons given for the wars on drugs and terror in Colombia plausible, or are there other, deeper factors at work? Scholars Villar and Cottle suggest that the answers lie in a close examination of the cocaine trade, particularly its class dimensions. Their analysis reveals that this trade has fueled extensive economic growth and led to the development of a "narco-state" under the control of a "narco-bourgeoisie" which is not interested in eradicating cocaine but in gaining a monopoly over its production. The principal target of this effort is the Revolutionary Armed Forces of Colombia (FARC), who challenge that monopoly as well as the very existence of the Colombian state. Meanwhile, U.S. business interests likewise gain from the cocaine trade and seek to maintain a dominant, imperialist relationship with their most important client state in Latin America. Suffering the brutal consequences, as always, are the peasants and workers of Colombia. This revelatory book punctures the official propaganda and shows the class war underpinning the politics of the Colombian cocaine trade.
