An institutional approach to explaining countertrade and barter in international trade and domestic trade in transition economies. Difficulties in contract enforcement impede international transactions in the world economy and domestic transactions in transition economies. In Contracts in Trade and Transition, Dalia Marin and Monika Schnitzer explain how barter as an economic institution can facilitate contract enforcement across national borders in international trade and within borders in transition countries. The authors show that international countertrade—tying an export to an import—emerged in the 1980s in response to the international debt crisis when Western creditors refused to finance imports to developing countries and Eastern Europe. Barter—the exchange of goods without the use of money—reemerged in transition economies in the 1990s in response to a domestic debt crisis when banks in transition countries were reluctant to provide finance to firms. Countertrade and barter introduce a deal-specific form of collateral that addresses the lack of creditworthiness of countries and firms. Drawing on contract theory, the authors argue that parties might want to pay in goods rather than cash or link an export with an import as in countertrade to solve incentive problems that otherwise would prevent any trade from taking place. The incentive problems they discuss are the technology transfer problem to developing countries and the "lack of trust" problem in the former Soviet Union.

In response to mounting debt crises and macroeconomic instability in the 1980s, many countries in the developing world adopted neoliberal policies promoting the unfettered play of market forces and deregulation of the economy and attempted large-scale structural adjustment, including the privatization of public-sector industries. How much influence did various societal groups have on this transition to a market economy, and what explains the variances in interest-group influence across countries? In this book, Agnieszka Paczyńska explores these questions by studying the role of organized labor in the transition process in four countries in different regions—the Czech Republic and Poland in eastern Europe, Egypt in the Middle East, and Mexico in Latin America. In Egypt and Poland, she shows, labor had substantial influence on the process, whereas in the Czech Republic and Mexico it did not. Her explanation highlights the complex relationship between institutional structures and the “critical junctures” provided by economic crises, revealing that the ability of groups like organized labor to wield influence on reform efforts depends to a great extent on not only their current resources (such as financial autonomy and legal prerogatives) but also the historical legacies of their past ties to the state. This new edition features an epilogue that analyzes the role of organized labor uprisings in 2011, the protests in Egypt, the overthrow of Mubarak, and the post-Mubarak regime.

If the government plays a facilitating role, enabling firms to exploit the economy's comparative advantages, its economy will develop successfully. However, governments in most developing countries attempt to promote industries that go against their comparative advantages by creating various kinds of distortion to protect nonviable firms in priority industries. Failing to recognize the original intention of many distortions, most governments in transition economies attempt to eliminate those distortions without addressing firms' viability problems, causing economic performance to deteriorate in their transition process. The Ming maritime policy in transition, 1368-1567" is an unprecedented structural approach to one of the most puzzling phenomena in Chinese early modern history: the maritime trade prohibition from 1368 to 1567. This policy deliberately interdicted its own people from sailing abroad and prevented foreigners from entering China unless they were part of an official tribute mission. Other than treating this phenomenon as an isolated trade policy or defense strategy the author analyzes the policy against the general Chinese historical background from the fourteenth to sixteenth centuries. He approaches the policy as a superstructure established on the foundation of a compatible ideology, the social context, economic institutions and the political power landscape. The 200 years long process of the policy in transition is hence investigated as a 200 years course that witnessed the general transformation of the Ming ideological, social, economic and political structures. It is the historical undercurrent rather than spindrift that appeals to this book's historiography; it is a comprehensive study of the two particular centuries of the Ming society, of which the developments and characteristics have amazed not only historians.
