Do dynamic externalities, in the form of technology creation, adoption and spatial agglomeration shape the pattern of regional growth in Europe? This study provides an alternative view on regional convergence. A model is developed which attributes club-convergence to existing differences with respect to the degree of technology adoption. In the first instance, empirical results suggest that the NUTS-2 regions of the EU-27 converge at a very slow rate. Further tests, however, indicate that convergence is restricted to a specific subset of regions. Such conclusions are tested further, using an alternative model of club-convergence, which incorporates the impact of spatial interaction, agglomeration externalities and technology. This shows that the convergence-club in Europe follows a certain geographical pattern and all members share similar characteristics regarding technology creation and adoption, and agglomeration externalities.

A fresh analysis of policy convergences across nations, which identifies their key driving forces. To what extent and in which direction can we empirically observe a convergence of national policies? In which areas and for which patterns of policy is convergence more or less pronounced? This text addresses these central questions with clarity and rigour. With growing economic and institutional interlinkages between nation states, it is often assumed that there is an overall trend towards increasingly similar policies across countries. Comparative research on the domestic impact of globalization and European integration, however, reveals that policy convergence can hardly be considered as a dominant and uniform tendency which can be taken for granted. Although a number of factors have been suggested in order to account for the rather mixed empirical picture, we still have limited knowledge about the causes and conditions of cross-national policy convergence. This book examines the coordination of renewable energy policies in the European Union using an innovative theoretical approach to explain national policy making. David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. This book takes stock of the lessons to be learned from the experiences of different countries on their way to a transition into a unified Europe. It demonstrates how the project of a unified Europe is a social pilot project that is unique in human history, both with respect to the sheer number of people involved and with respect to the cultural diversity it aims to turn into a progressive advantage. With no historical experience at hand, the transition into a unified Europe is an exploratory process, often risky but sometimes also surprisingly successful. To improve the chances of establishing a successful unification it is particularly important that we learn from the mistakes made so far; and that we learn rapidly, since the forces working against the pilot project of Europe will gain power very fast if the unification success slows down. The introduction of the single currency in the European economic space constitutes without doubt the most visible step towards monetary and economic integration in the EU. Those who boosted the birth of the Common Market in 1957 dreamt that this would one day come about as a logical consequence of the integration process. However, things have gone much more slowly than possibly imagined, although if taken in an adequate historic perspective, it is undeniable that the agreements that have led to European Monetary Union signify a really formidable jump in the process of political and economic integration in Europe. This is something many doubted would ever happen, but which is already a reality, although still in need of a period of consolidation. The most general economic consequences of the EMU have already been analysed in considerable depth. Proof of this is the literature already available. In general, there is coincidence in affirming that the balance of the results expected is clearly positive. Firstly, as a result of the anticipated gains in efficiency, a consequence of reduction of transaction costs associated to the previous existence of different currencies and of the elimination of exchange rate uncertainties.
