The experience and skills they brought to the meetings of the panel were crucial to the success the panel achieved in reaching a consensus and producing a report within the time allotted. [...] In addition to the major intellectual contribution she made to the study, she fully shared with me the preparation of initial drafts of study documents and the final report as well as the planning and implementation of the considerable administrative and logistical processes of the study. [...] TAKING THE INITIATIVE In the face of the rapid and profound transformation affecting all aspects of knowledge dissemination and the need for an effective knowledge society, it is imperative that the Government of Canada establish a national strategy of research and development on knowledge dissemination. [...] The aim of the study is to contribute to the optimization of the transformation of knowledge dissemination in Canada through the implementation of a research program on scholarly communication. [...] Beginning at least with the creation of the Geological Survey of Canada in 1841, followed by the establishment of agricultural, marine and forestry experimental research stations in the late nineteenth century, and the founding of the National Research Council of Canada in 1916, the Canadian government has become increasingly involved in the promotion of R&D.
