An investigation was conducted to determine whether tornadoes presented a unique signature in analyses of digital radar data from central Oklahoma during the Spring. The data were collected by the 10-cm-WSR-57 radar at the National Severe Storms Laboratory at Norman, Oklahoma. Three types of numerical analyses were used in this study: constant-altitude reflectivity maps (CAZM), total vertically-summed reflectivity maps (TVSZ), and partial vertically-summed reflectivity maps (PVSZ), with greatest emphasis placed on the PVSZ maps. Presentations covering a 100-km square were constructed at either 5 to 10 min intervals. From the analysis of three case studies during during 1974 and 1975, that contained five tornadoes, it was concluded that tornadoes did not produce a singular identifying signature in analyses of digital radar data, but rather produced a combination of features which indicated, with a high probability, the presnce of a tornado. Such features were the appearance of a small area of reduced reflectivity known as a Bounded Weak-Echo Region (BWER), a tilt of the core of the storm toward the BWER, and a rapid decrease in the upper-level mass of the storm as indicated by a rapid decrease in the reflectivity of the upper PVSZ.

An improved computer method was developed by which multi-tilt digital radar data can be interpolated in three dimensions and reduced to a two-dimensional display of partially vertically-summed reflectivity (Z) maps (PVSZ) in near real time. The computer method was developed by using digital radar data collected with the 10-cm radar at the National Severe Storms Laboratory in Norman, Oklahoma. Various combinations of interpolation schemes were used to develop the new computer method, and the resultant products were compared to determine whether or not significant features of a severe storm evident in constant altitude reflectivity (Z) maps (CAZM) are retained by the new reduction technique. In addition, the number of PVSZ layers were varied to determine the minimum needed for adequate depiction of the tilt of the storm core. Finally, severe storm data from New England were processed by using the new data-reduction technique to find out whether or not any of the severe-storm signatures observed in analyses of Oklahoma storms were evident in the New England digital radar data.

However, the U.S. Weather Bureau--fearing public panic and believing tornadoes were too fleeting for meteorologists to predict--forbade the use of the word "tornado" in forecasts until 1938. Scanning the Skies traces the history of today's tornado warning system, a unique program that integrates federal, state, and local governments, privately controlled broadcast media, and individuals. Bradford examines the ways in which the tornado warning system has grown from meager beginnings into a program that protects millions of Americans each year. Although no tornado forecasting program existed before WWII, the needs of the military prompted the development of a severe weather warning system in tornado prone areas. Bradford traces the post-war creation of the Air Force centralized tornado forecasting program and its civilian counterpart at the Weather Bureau. Improvements in communication, especially the increasing popularity of television, allowed the Bureau to expand its warning system further. This book highlights the modern tornado watch system and explains how advancements during the latter half of the twentieth-century--such as computerized data collection and processing systems, Doppler radar, state-of-the-art television weather centers, and an extensive public education program--have resulted in the drastic reduction of tornado fatalities.
